煤矿安全生产基础建设平台研究与应用

【摘要】:本课题因应“十八大”“强化企业安全生产基础建设”精神,运用现有的安全生产技术、管理工程手段、信息电子技术,建立简单实用、功能完备、紧密结合煤矿安全生产特点的管理体系。成果可广泛应用于我国煤矿安全管理,增强协同管理效能。 本课题围绕体系研究、软件平台、硬件支持和网站建设等内容开展研究,,形成“四位一体”的煤矿安全生产基础建设平台:(1)界定煤矿安全生产基础建设的内涵和外延,全面分析影响煤矿安全生产基础的要素,建立要素集成子系统;以煤矿安全生产基础建设为出发点,以普遍适用性为原则,用指标体现要素,构建要素评价子系统;针对要素分别提出强化措施并集成,形成要素响应子系统。(2)基于煤矿安全生产基础建设体系的要素层级理论模型,建立煤矿安全生产指数和煤矿安全信用等级的数学模型;对核心要素进行评价,并依据煤矿安全生产指数进行预警,对社会公众发布煤矿安全信用等级。(3)“煤矿安全生产基础建设平台”(http://esip.safetyidea.cn/)对公众开放,上线煤矿经初始化后免费使用;依托PC端进行作业数据的录入、初始化以及安全生产指数和安全信用等级的计算;依托APP端采集数据并上传到WEB服务器。(4)策划并发布“点到危止”(http://www.safetyidea.cn/)网站,配合平台推广。 成果在体系化管理、安全状况定量描述、平台研发等方面均有创新:(1)在层次分析基础上,抽引出煤矿安全生产基础建设的核心要素,提出“抓住三要素,实现三化三能力”的管理理念和管理方案;(2)建立煤矿安全生产基础建设数学模型,经实用简化,用煤矿安全生产指数、安全信用等级,对煤矿安全生产状况进行内、外部描述;(3)软件平台、硬件平台和公众平台相互配合,助推成果应用和普及。
[Abstract]:In response to the spirit of the 18th National Congress of the National Congress of the people's Republic of China on "strengthening the basic Construction of Enterprise Safety in production," and using existing safety production technology, management engineering means, information and electronic technology, the project has established a simple, practical and complete function. Closely combined with the characteristics of coal mine production safety management system. The results can be widely used in China's coal mine safety management and enhance the effectiveness of collaborative management. This paper focuses on the contents of system research, software platform, hardware support and website construction, and forms a "four-in-one" platform for coal mine safety production infrastructure: (1) defining the connotation and extension of coal mine safety production infrastructure, This paper comprehensively analyzes the factors affecting the foundation of coal mine safety production, establishes the integration subsystem of elements, takes the basic construction of coal mine safety production as the starting point, takes the principle of universal applicability as the principle, embodies the elements with the index, and constructs the evaluation subsystem of the elements. Aiming at the factors, the paper puts forward the strengthening measures and integrating them to form the element response subsystem. (2) based on the factor level theory model of the basic construction system of coal mine safety production, the mathematical model of coal mine safety production index and coal mine safety credit grade is established. The core elements are evaluated, and according to the coal mine safety production index, the coal mine safety credit rating is issued to the public. (3) the "coal mine safety production infrastructure construction platform" (http://esip.safetyidea.cn/) is open to the public, and the coal mine on the line is used free of charge after initialization; It relies on the PC terminal to input, initialize and calculate the safety production index and safety credit grade; on the APP end to collect data and upload to the WEB server. (4) to plan and publish the "point-to-critical" (http://www.safetyidea.cn/) website, with the platform promotion. The achievements in systematic management, quantitative description of safety status, platform research and development have been innovated: (1) on the basis of AHP, the core elements of coal mine safety production infrastructure construction are drawn out, and the "three elements" are put forward. The management concept and management scheme of realizing the "three kinds of three capacities"; (2) establishing the mathematical model of coal mine safety production infrastructure construction, through practical simplification, using the coal mine safety production index and safety credit grade to carry on the inside to the coal mine safety production condition, External description; (3) software platform, hardware platform and public platform cooperate with each other to promote the application and popularization of achievements.
