职业健康安全管理体系绩效研究在地下金属矿山的应用

【摘要】:职业健康安全管理体系(英文简写为"OHSMS")是20世纪80年代后期在国际上兴起的现代安全生产管理模式,由于其先进性被各行各业,不同的领域,不同的企业广泛的应用,并根据其应用,运行和持续影响的效果,直接关系到企业职业健康状况和安全系数,因此,研究职业健康安全管理体系是十分必要的。针对GB/T 28001-2011标准的分析,建立职业健康安全管理体系中的绩效指标体系。首先根据层次分析法的应用来确定主观权重,再根据熵值法算出客观权重,最后为了将主观权重和客观权重综合起来,运用乘法集成法,从而计算出组合权重,并将其作为最终权重的一个指标。根据模糊综合评价,构建职业健康安全管理体系绩效体系评价模型,得到最终的绩效评价等级,进而形成完整的职业健康安全管理体系绩效评价。将研究成果应用到某地下金属矿山的职业健康安全管理体系绩效评价中,根据实践中取得的成果,总结相应的经验,在此基础上分析存在的问题并考虑应该解决方法,与此同时确定今后的研究道路。本研究提出的职业健康安全管理体系绩效评价具备一定范围内的适用性。地下金属矿山企业可通过本论文提出的指标体系和评价模型,根据内部绩效评价,明确其职业健康安全管理体系绩效所处的状态,辨识出不符合项以及潜在不符合项,采取相应的改进措施,为职业安全健康管理绩效提供保障。由于研究本身存在的复杂性和笔者的学识局限,仍然需要对职业健康安全管理体系绩效评价作进一步的研究和探讨,积极探索更为科学严谨的职业健康安全管理体系绩效评价理论。
[Abstract]:Occupational health and safety management system ("OHSMS") is a modern mode of production safety management developed in the late 1980s. Because of its advanced nature, it has been widely used in various industries, different fields and different enterprises. According to the effect of its application, operation and continuous influence, it is directly related to the occupational health condition and safety coefficient of the enterprise. Therefore, it is very necessary to study the occupational health and safety management system. Based on the analysis of GB/T 28001-2011 standard, the performance index system of occupational health and safety management system is established. Firstly, the subjective weight is determined according to the analytic hierarchy process, then the objective weight is calculated according to the entropy method. Finally, in order to synthesize the subjective weight and objective weight, the method of multiplication and integration is used to calculate the combined weight. And take it as an index of final weight. According to the fuzzy comprehensive evaluation, the evaluation model of occupational health and safety management system performance system is constructed, and the final performance evaluation grade is obtained, and then the complete occupational health and safety management system performance evaluation is formed. The research results are applied to the performance evaluation of occupational health and safety management system in an underground metal mine. According to the results obtained in practice, the corresponding experiences are summarized, and the existing problems are analyzed and the solutions are considered. At the same time, determine the way of future research. The performance evaluation of occupational health and safety management system proposed in this study has certain applicability. Based on the index system and evaluation model proposed in this paper, the underground metal mining enterprises can make clear the status of their occupational health and safety management system performance and identify the nonconformance and potential nonconformance according to the internal performance evaluation. Take corresponding improvement measures to provide guarantee for occupational safety and health management performance. Due to the complexity of the research itself and the limitations of the author's knowledge, it is still necessary to further study and explore the performance evaluation of occupational health and safety management system. Actively explore more scientific and rigorous occupational health and safety management system performance evaluation theory.
