矿产资源安全视角下的城市可持续发展能力评价——以江西省11个地市为例

【摘要】:矿产资源安全开发利用是城市可持续发展的重要组成部分,城市可持续发展能力的提升对国民经济发展具有重要的战略意义。结合物质流分析思想和可持续发展分析系统,从资源禀赋、环境保护、人力资本、经济基础和政策因素五个方面构建城市可持续发展能力评价指标体系,并应用DEA模型,以江西省11个地市为例,基于矿产资源安全视角下对2004—2013年的江西省各城市可持续发展竞争力进行评价分析。结果表明:有7个地市在2010—2013年内达到城市可持续发展能力的最高值,呈现良好的上升趋势;不同地区间城市可持续发展能力差异性较大,且与地区经济发达程度非正相关。最后基于矿产资源安全视角下,对如何提升江西省各城市可持续发展能力提出简要讨论。
[Abstract]:The safe exploitation and utilization of mineral resources is an important part of the sustainable development of the city. The promotion of the sustainable development ability of the city is of great strategic significance to the development of the national economy. Combining the theory of material flow analysis and the analysis system of sustainable development, this paper constructs the evaluation index system of urban sustainable development capacity from five aspects: resource endowment, environmental protection, human capital, economic base and policy factors, and applies DEA model. Taking 11 cities and cities of Jiangxi Province as an example, the competitiveness of sustainable development of cities in Jiangxi Province from 2004 to 2013 is evaluated and analyzed from the perspective of mineral resources security. The results show that 7 cities reach the highest value of urban sustainable development capacity in 2010-2013, showing a good upward trend, and the urban sustainable development capacity of different regions is different, and it is not positively related to the degree of regional economic development. The results show that the urban sustainable development capacity of 7 cities in 2010-2013 is the highest value of urban sustainable development capacity, showing a good upward trend. Finally, based on the perspective of mineral resources security, this paper briefly discusses how to improve the sustainable development ability of cities in Jiangxi Province.
