西安市居家养老服务设施现状及规划对策研究

【摘要】：人口老龄化是当今世界面临的一个重大社会问题。继1999年我国开始步入老龄化社会后，西安市也于2000年进入老年城市行列。至2009年底，全市60岁以上的老人占总人口的14.99%，老龄化水平高于全国平均值。为应对严峻的老龄化问题，全国十二五老龄发展计划提出了9073的养老政策，意味着有97%的老人在宅养老，且需要社区为老人提供完善的服务，使老人能在自己熟悉的环境中安度晚年。因此，社区居家养老服务设施规划对策研究是完善我国养老服务体系、全面推进居家养老服务建设、解决我国老龄化问题重要和迫切的课题。本文首先对国内外居家养老其设施的研究现状及建设实践进行梳理，并对老年人的分类、特征以及社区居家养老服务设施对老年人的重要意义进行分析，研究其与居家养老服务设施需求关系。其次，选择西安市首批15个居家养老服务试点社区为对象，从社区的基本情况，设施的基本情况（包括建成时间、区位、外部空间环境、服务半径、规模、功能配置、服务对象等），，以及老年人对设施的满意度和需求进行了深入调研。在此基础上，总结出当前西安市试点社区居家养老服务设施存在体系缺乏层级划分、构成内容不完善、规模不足、布局及周边环境设计不合理、建筑缺乏适老性设计等问题。最后，针对以上问题，构建居住社区级、基层社区级和居住组团级三级社区居家养老服务设施的分级体系，以及与其配套的指标体系。并对上述三级设施从内容、配置规模、服务半径、设施选址、设施布局、服务人群类型、建筑设计要求等方面提出规划设计策略，同时对社区居家养老服务设施的管理模式提出建议。通过以上研究，试图构建完整的社区居家养老服务设施体系，为今后西安市以及其他同等类型的大城市配置社区居家养老服务设施提供规划参考和依据。
[Abstract]:Population aging is a major social problem facing the world today. Since 1999 China entered the aging society, the city of Xi'an in 2000 to enter the old city. To the end of 2009, the city's 60 years old accounted for 14.99% of the total population, aging level is higher than the national average. For the serious aging problem the response to the national development plan in 12th Five-Year, aged 9073 of the proposed pension policy, means that there are 97% people in the home and community needs to provide better services for the elderly, the elderly in their familiar environment in old age. Therefore, community home care service facilities planning countermeasures is to improve the pension service system in China and comprehensively promote the construction of home-based care services, to solve the problem of aging is an important and urgent task.
This paper first reviews the research status and construction practice of home care facilities at home and abroad, and analyzes the classification and characteristics of the elderly, and the significance of community home care facilities for the elderly, and studies the relationship between them and the needs of home care facilities.
Second, Xi'an City, the first batch of 15 pilot community home-based care services as the object, from the basic situation of the community, the basic situation of the facilities (including the completion time, location, the external space environment, service radius, size, configuration, service object, etc.) as well as the elderly facilities of satisfaction and needs in-depth research. On this basis, summed up the current Xi'an pilot community home-based care service facilities are lack of system hierarchy, content is not perfect, lack of scale, layout and environment design is not reasonable, suitable for the old design problems such as lack of construction.
Finally, in view of the above problems, the construction of residential community level, community level and residential group classification system of level three community home-based care services facilities, and the corresponding index system. And the three level facilities from the content distribution scale, service radius, facility location, facilities layout, service type, planning and design the strategy of architectural design requirements, and puts forward suggestions for community home-based care services facilities management.
Through the above research, we try to build a complete community home care service facilities system, and provide planning reference and basis for the future deployment of community home care facilities in Xi'an and other similar large cities.
