应对气候变化的城市规划“3A”方法研究

【摘要】:20世纪70年代以来,全球气候变化现象愈演愈烈,并逐渐成为国际社会密切关注的热点问题。城市作为应对气候变化的重要平台,不仅是导致气候变化的主要源头,还是受到气候变化影响最为敏感的区域。而城市规划作为控制城市土地利用、塑造城市空间形态、组织城市交通的重要手段,是实现减缓和适应气候变化行动计划的主要途径。科学合理的城市规划能有效减少温室气体排放,减缓气候变化影响,同时,也能提高城市应对气候变化的适应能力,对城市应对气候变化发挥着重要作用。 目前,我国城市规划由于编制内容不全面、工作程序不完善以及技术方法的限制等原因,导致现有的城市规划在应对气候变化方面存在许多不足,无法应对气候变化带来的挑战和威胁。基于这种现状,本文首先对国内外应对气候变化的城市规划相关研究和实践进行了总结分析,再针对我国城市规划在应对气候变化问题上的不足,结合应对气候变化的特点,为城市规划应对气候变化提出了新探索。在此基础上,提出应对气候变化的城市规划“3A”方法,即“事前评估”—Assessment、“事中应用”—Application、“事后评价”—Appraisal,涉及目标制定、规划编制和实施评价等具体内容,,以指导应对气候变化的城市规划工作的展开。 本文希望通过对应对气候变化的城市规划现有研究和实践的经验总结,探索应对气候变化的城市规划“全过程”工作方法,为我国应对气候变化的城市规划工作的开展提供指导,以提高城市规划的实效性,增强城市应对气候变化问题的弹性和能力。
[Abstract]:Since 1970s, the phenomenon of global climate change has become increasingly fierce, and gradually become a hot issue that the international community pays close attention to. Cities as an important platform to deal with climate change. Urban planning is not only the main source of climate change, but also the most sensitive area affected by climate change. Urban planning is an important means to control urban land use, shape urban space and organize urban traffic. Scientific and rational urban planning can effectively reduce greenhouse gas emissions, mitigate the impact of climate change, and at the same time. It can also improve the adaptability of cities to climate change and play an important role in coping with climate change. At present, due to the incomplete content of urban planning, the imperfect working procedures and the limitations of technical methods, there are many deficiencies in the existing urban planning to deal with climate change. Based on this situation, this paper firstly summarizes and analyzes the relevant research and practice of urban planning in response to climate change at home and abroad. In view of the deficiency of urban planning in coping with climate change and the characteristics of coping with climate change, this paper puts forward a new exploration for urban planning to deal with climate change. Put forward the "3A" method of urban planning to deal with climate change, that is, "prior assessment" -assessment, "in-process application" -Application. Ex post Appraisal- Appraisal- specific aspects of goal-setting, planning and implementation evaluations to guide urban planning to address climate change. This paper hopes to explore the "whole process" working method of urban planning in response to climate change by summing up the existing research and practice of urban planning in response to climate change. In order to improve the effectiveness of urban planning and enhance the resilience and ability of cities to deal with climate change, this paper provides guidance for the development of urban planning to cope with climate change in China.
