湖南省小城镇公共服务设施优化配置研究

【摘要】：小城镇不但是农村人口的集聚点，也是农村和城市沟通联系的关键节点。在我国城乡一体化建设快速推进的今天，小城镇发展状况的好坏，，尤其是公共服务设施的合理配置与否，是当下国家实施城乡统筹战略、解决民生问题、促进和谐社会发展成败的关键，是小城镇规划建设必须要率先解决的问题。本文在对国内外公共服务设施相关理论与实践研究的基础上，对湖南省小城镇公共服务设施规划建设情况进行了比较广泛、深入的调查研究，分析总结了湖南省小城镇的发展历程、发展类型与模式、发展要素以及发展过程中存在的问题；并从城乡一体化背景下的小城镇生活圈和公共服务设施的类型、等级规模、空间布局出发，研究湖南省小城镇公共服务设施的配置问题；针对湖南省县域单元内小城镇公共服务设施配置“单一极化”与“空间缺失”并存的现状，提出湖南省小城镇公共服务设施配置的优化策略。优化策略的研究主要以中心地、生活圈理论为理论基础，结合湖南省小城镇发展的实际需要与发展可能，提出了以促进小城镇的经济发展、设施共建、资源共享、互通互融为目标，以降低小城镇人民使用公共服务设施的时间、经济成本和提高小城镇公共服务设施服务效率、使用公平性、便捷可达性为目的；保障小城镇居民的公共利益和享受公共服务设施的均等权利，并据此进一步提出了相关网级空间体系与建设方法。优化策略的研究主要通过转变从小城镇个体出发配置公共服务设施的单一思路，从县域单元的整体出发，突出公共服务设施网级空间体系的作用，全面统筹、整体规划，避免重城轻乡等问题的出现。依据湖南省小城镇的特点，将县域作为基本研究单元，归纳为“偏心型”、“中心型”、“带型”等三种类型，并分别提出了相应的公共服务设施配置“双心共进”、“重点突出”、“线性均衡”优化策略。还根据三种类型县域单元在空间组合中可能出现的问题，提出了跨县域单元边界的公共服务设施统筹优化策略。最后运用提出的优化策略，分别以岳阳县、茶陵县、安仁县公共服务设施配置优化为例，对小城镇公共服务设施的网级空间体系的合理建构与和谐运行进行了实际应用。
[Abstract]:The small town is not only the focus of rural population, rural and city is the key node in communication. In the rapid advance of the integration of urban and rural areas of our country today, small town development is good or bad, especially the rational allocation of public service facilities or not, is the implementation of the state strategy of urban and rural areas, solve the problems of people's livelihood, promote harmony social development is the success of the planning and construction of small towns must first solve the problem.
Based on the domestic and foreign public services theory and Practice Research on the planning and construction of public service facilities in small towns in Hunan province are more extensive, in-depth investigation and research, analysis and summarizes the course of development of small towns in Hunan Province, the development of the type and mode of existence, development factors and problems in the development process; and from the type, under the background of urban and rural small town life and public service facilities of the scale, the spatial layout of configuration problems of small towns in Hunan province public service facilities; in view of the present situation of public service facilities of small towns in Hunan province county unit configuration "single polarization" and "lack of space" coexist. The configuration optimization strategy of public service facilities in small towns in Hunan province. The optimization strategy on the center, life circle theory, combined with Hunan Province The actual needs and development of urban development, put forward to promote the economic development of small town, infrastructure, resource sharing, intercommunication as the goal, to reduce the people in small towns use public service facilities, economic cost and improve public service facilities in small towns service efficiency, fairness, convenient accessibility to protect the residents of small towns; the public interest and public service facilities to enjoy equal rights, and further put forward the related network space system and construction method.
Optimization strategy research mainly through changing the idea of the small town of a single individual allocation of public service facilities, starting from the whole county unit, prominent public services network space system, a comprehensive co-ordination, overall planning, to avoid the heavy city light Township etc. problems. According to the characteristics of small towns in Hunan Province, the county as the basic research unit, summed up as "eccentric", "center", "with" three types, and the corresponding public service facilities "double heart together", "focus", "linear equilibrium optimization strategy. According to the three types of county units in the space combination the possible problems, put forward the optimization strategy of public service facilities across the county boundary. Finally, using the proposed optimization strategy, respectively, in Yueyang County, Chaling County, Anren county public service facilities. As an example, the practical application of the rational construction and harmonious operation of the network level space system of public service facilities in small towns is carried out.
