设计施工总承包招标评标指标体系研究

【摘要】:设计施工总承包模式(Design-Build,简称DB)在理论和实践上都被证明是一种十分有效的工程建造模式,在国外得到了广泛的应用。在我国,由于目前法律法规限制、业主顾虑以及DB项目本身的复杂性,DB总承包市场仍然处于初级和低水平发展阶段。然而,建筑市场持续的发展,现代工程项目更新更高的需求以及政府部门大力推广和业主的共识,DB总承包定会成为发展的趋势并具备广阔的市场前景。 实践经验表明,能否恰当地选择最具价值的DB总承包商是决定DB项目成功与否的关键。因此,如何建立一套系统、完备、客观和可操作性强的DB项目招标评标指标体系已成为亟待解决的关键问题。 本文首先分析DB模式下的总承包类型,比较各承包类型之间的优缺点,确定将招标范围为从初步设计开始的DB总承包类型作为研究的对象。简要论述了DB总承包几种常见的工程招标方式和招标程序,考虑结合拟建项目的特征、所属行业DB总承包商的数量和建设能力、业主和DB总承包商之间的关系,以及不同招标方式耗费的时间、招标费用的大小等因素选择最合适的招标方式和程序。通过参考国内外常用评标程序,结合DB总承包的特点提出了适用于该模式的评标程序,并分析得出综合评标法更适合选择最佳DB总承包商。 然后,在决策理论和系统分析构想的基础上,以系统的思维方式和多属性决策理论构建DB总承包评标指标体系,本文采用案例分析和文献总结相结合的方式,分别从设计、施工、商务指标三个方面,对设计施工总承包项目的评标指标进行了筛选和分解,最终构建了包含33个二级指标的评价指标体系。对于指标中的定量和定性指标采取了不同的量化方式,定性指标采用模糊综合评标法(Fuzzy),有效地解决了评标指标定量比较的问题;权重的确定采用的是层次分析法,通过调查问卷的方式,确定了各评标指标的权重。考虑到DB项目评标的复杂性,本文初步建立了一个基于计算机技术的设计施工总承包评标指标系统框架,以提高DB项目评标的效率和有效性。最后本文结合设计施工总承包案例证实了评标指标体系和Fuzzy评价方法的实用性。
[Abstract]:Design and construction general contracting mode (DBD) has been proved to be a very effective engineering construction model in theory and practice, and has been widely used abroad. In our country, due to the current laws and regulations, Owners' concerns and the complexity of the DB project itself the general contracting market for DB is still at a primary and low level of development. However, the construction market continues to develop. The higher demand for renewal of modern engineering projects, the strong promotion of government departments and the consensus of the owners, are bound to become the trend of development and have broad market prospects. Practical experience shows that the proper selection of the most valuable DB contractor is the key to the success of the DB project. Objective and operable DB project bidding evaluation index system has become a key problem to be solved. This paper first analyzes the general contracting types in DB mode, and compares the advantages and disadvantages of each contracting type. This paper determines that the scope of bidding is the type of general contracting of DB from the beginning of preliminary design as the object of study. This paper briefly discusses several common bidding methods and bidding procedures of DB general contracting, and considers the characteristics of the proposed project. The number and capacity of the DB master contractor in the industry, the relationship between the owner and the DB master contractor, and the time spent by different bidding methods, By referring to the common bid evaluation procedures at home and abroad and combining the characteristics of DB general contracting, the bid evaluation procedure suitable for this model is put forward. It is concluded that the comprehensive bid evaluation method is more suitable for selecting the best DB general contractor. Then, on the basis of decision theory and system analysis conception, the paper constructs the evaluation index system of DB general contract bid by the thinking mode of system and multi-attribute decision theory. This paper adopts the method of case analysis and literature summary, respectively, from the design, In the three aspects of construction and commercial indexes, the evaluation indexes of general contracting projects for design and construction are screened and decomposed. Finally, the evaluation index system including 33 second-level indexes is constructed. The quantitative and qualitative indexes are different. The fuzzy comprehensive bid evaluation method is adopted to solve the problem of quantitative comparison of bid evaluation indexes. The weight is determined by Analytic hierarchy process (AHP). The weight of each bid evaluation index is determined by questionnaire. Considering the complexity of DB project evaluation, In this paper, a framework of evaluation index system for general contract of design and construction based on computer technology is established. In order to improve the efficiency and effectiveness of DB project bid evaluation, this paper proves the practicability of the evaluation index system and Fuzzy evaluation method by combining the design and construction general contract cases.
