低碳城市规划指标体系构建及实例分析

【摘要】:低碳城市规划指标体系的建立是低碳城市从理论研究阶段进入可操作的实际应用阶段的重要步骤,其实质是确定低碳城市规划建设内容和标准体系。在对国内外低碳城市理论及建设实践研究,特别是对低碳城市的指标体系进行研究的基础上,提出建立低碳城市规划指标体系的构建原则及建立低碳城市指标体系框架。 按照低碳城市的总目标本文提出七大低碳子路径对低碳城市进行定量评估或定性测度,七大低碳子路径为:1)低碳空间;2)低碳交通;3)低碳产业;4)低碳市政;5)低碳建筑;6)低碳环境;7)低碳生活。由低碳空间路径层提取出人均建设用地等五项指标;低碳交通路径层提取出绿色出行比例等五项指标;低碳产业路径层提取出第三产业比重等三项指标;低碳市政路径层提取出再生水利用等五项指标;低碳建筑路径层提取出既有建筑节能改造比例等两项指标;低碳环境路径层提取出空气质量优良率等四项指标;低碳生活路径层提取出日人均生活消费碳排放等两项指标。 最后以杭州市上城区低碳示范区为例,使用七大低碳子路径对上城区低碳发展进行定量评估或定性描述,做实证分析。
[Abstract]:The establishment of a low-carbon city planning index system is an important step for low-carbon cities to move from the theoretical research stage to the operational practical application stage. Its essence is to determine the content and standard system of low-carbon city planning and construction, on the basis of studying the theory and construction practice of low-carbon city at home and abroad, especially the index system of low-carbon city. This paper puts forward the construction principles and framework of the low carbon city planning index system. According to the overall goal of low-carbon cities, this paper proposes seven major low-carbon sub-paths for quantitative evaluation or qualitative measurement of low-carbon cities. The seven major low-carbon subpaths are: 1) low carbon space, 2) low carbon transportation, 3) low carbon industry, 4) low carbon municipal building, 6) low carbon environment, 7) low carbon living. Five indexes, such as per capita construction land, are extracted from the low carbon space path layer. Five indexes, such as green travel proportion, tertiary industry proportion, reclaimed water utilization and so on, are extracted from low carbon traffic path layer and so on. Two indexes were extracted from the low carbon building path layer, such as the proportion of energy saving and transformation of the existing buildings, the air quality and good rate of the low carbon environment path layer, and the carbon emissions of daily per capita living consumption from the low carbon living path layer. Finally, taking the example of low carbon demonstration area in Shangcheng District of Hangzhou City as an example, we use seven low carbon sub-paths to quantitatively evaluate or describe the low-carbon development in Shangcheng District, and make an empirical analysis.
