贵州建工集团人力资源开发探索

【摘要】:建筑业作为国民经济支柱产业,近年来发展迅猛,产业规模继续扩大,产值屡创历史新高。但建筑业属于劳动密集型产业,从业人员素质整体水平不高,严重制约和阻碍了建筑业的持续发展。作为建筑业企业的贵州建工集团,同样面临着人力资源管理与开发的瓶颈。为了保证贵州建工集团从业人员的素质,使其职业能力持续得到提高,以更有力地支撑集团发展战略,本文以人力资源开发相关理论为依据,对贵州建工集团人力资源开发进行了系统分析和研究,提出了一套旨在总体提升该集团人力资源竞争力的方案,以进一步完善该集团的人力资源开发建设工作。 本文首先在对国内外人力资源开发文献以及建筑行业人力资源开发进行简要梳理的基础上,较为系统地分析了贵州建工集团人员的素质现状,即从数量、质量以及结构配置等方面做了比较分析,同时剖析了该集团在人力资源开发上存在的问题,指出了集团人力资源素质偏低已经成为制约集团发展和产业素质提高的“瓶颈”。其次结合近几年我国建筑业的发展趋势,从企业总体战略的高度,提出了集团在人力资源开发上的战略规划。并以此为基础,构建以职业能力开发为核心的贵州建工集团人力资源开发体系。该体系在明确与贵州建工集团相适应的人力资源开发体系主体结构和原则的基础上,借鉴国内外入力资源开发理论包括职业能力开发法(CBE)教育模式等,提出了低成本、针对性强的集团人力资源开发方式及机制。论文最后,结合国内宏观政策、建筑业市场走向以及集团实际,提出集团人力资源开发的四大保障机制,即制度保障、体制保障、激励机制保障、人力资源考核保障,并制定了与之相关的具体工作方案。
[Abstract]:As a pillar industry of the national economy, the construction industry has developed rapidly in recent years, the industrial scale has continued to expand, and the output value has repeatedly reached a record high. However, the construction industry is a labor-intensive industry, and the overall quality of its employees is not high. As a construction enterprise, Guizhou Construction Engineering Group also faces the bottleneck of human resource management and development. In order to support the development strategy of the group, this paper, based on the theory of human resource development, makes a systematic analysis and research on the development of human resources of Guizhou Construction Industry Group. In order to further improve the development and construction of human resources of the group, a set of plans is put forward to enhance the competitiveness of human resources in the group as a whole. Based on a brief review of the literature on human resource development at home and abroad and the development of human resources in the construction industry, this paper systematically analyzes the present situation of the quality of the personnel of Guizhou Construction Engineering Group, that is, from the perspective of quantity, At the same time, it analyzes the problems existing in the development of human resources of the group. It is pointed out that the low quality of the group human resources has become the "bottleneck" which restricts the development of the group and the improvement of the industrial quality. Secondly, combined with the development trend of China's construction industry in recent years, the overall strategy of the enterprise is considered. The strategic planning of the Group in human resource development is put forward. To construct the human resource development system of Guizhou Construction Industry Group with the core of professional ability development, which is based on defining the main structure and principle of the human resource development system suitable for Guizhou Construction Engineering Group. Drawing lessons from the theory of domestic and foreign resources development, including the education model of CBE, this paper puts forward the low cost and strong pertinence group human resources development mode and mechanism. Finally, combined with the domestic macro policy, the paper puts forward the method and mechanism of group human resources development with low cost and strong pertinence. The trend of the construction industry market and the actual situation of the group put forward four guarantee mechanisms of the development of the group's human resources, namely, the system guarantee, the system guarantee, the incentive mechanism guarantee, the human resources appraisal guarantee, and has formulated the concrete work plan related to them.
