【摘要】：1990年代以来,西欧为复兴的空间战略规划提供了一个丰富的实验室。空间战略规划综合涵盖了西方空间规划以及社会学、环境学、公共管理、乃至哲学等理论。开展西欧空间战略规划的研究,对我国自20世纪初开始大量涌现的战略规划研究实践,有着积极意义。笔者阅读了大量相关文献,梳理了空间战略规划的起源和发展,对国内外的研究和实践进行了比较分析,归纳了空间战略规划的涵义、特点、理性思维和技术方法等内容,总结了国内外战略规划的发展动向。在理论上丰富了我国对空间战略规划的研究,同时为之后的案例分析打下理论基础。论文选取比利时奥斯坦德市作为研究的案例。从比利时的规划体系入手,探讨了奥斯坦德进行空间战略规划的背景与主要驱动力、参与主体与规划方法,并在理论研究的基础上提出基于实践的空间战略规划的具体技术路线和框架。之后,通过资料收集和实地走访调查,进行城市现状和发展条件的研究；并提出了相关方案。最后,在案例解读的基础上,对奥斯坦德市空间战略规划进行经验总结,为我国战略规划的完善和发展方向提供一个新的视角和一些有价值的建议。
[Abstract]:Since the 1990s, Western Europe has provided a rich laboratory for revitalized space strategic planning, which integrates Western spatial planning as well as sociology, environmental science, public administration, The research on space strategic planning in Western Europe is of great significance to the research practice of strategic planning which has emerged in large numbers since 20th century. The author has read a lot of relevant documents, combed the origin and development of spatial strategic planning, compared and analyzed the research and practice at home and abroad, summed up the meaning, characteristics, rational thinking and technical methods of spatial strategic planning. This paper summarizes the development trend of strategic planning at home and abroad, enriches the research of space strategic planning in China theoretically, and lays a theoretical foundation for the case analysis. From the planning system of Belgium, the background and main driving force of Ostander's spatial strategic planning, the main body and the planning method are discussed. On the basis of theoretical research, the paper puts forward the concrete technical route and framework of space strategic planning based on practice. After that, through data collection and field investigation, the present situation and development conditions of the city are studied. Finally, on the basis of the case study, the author summarizes the experience of Ostander's spatial strategic planning, which provides a new perspective and some valuable suggestions for the improvement and development of China's strategic planning.
