吉安市城市规划编制与实施偏差反思

【摘要】：随着我国城市规划理论与实践的快速发展，城市规划编制与实施之间的偏差问题越来越突出。尤其是中小城镇，已成为当前城镇化的主战场，，都在积极加大城市建设力度，城市面貌日新月异。但研究发现受各种因素影响，城市建设与既定目标之间存在不同程度的偏差。基于此，本文以中小城镇为对象，从客观角度分析总结。吉安市正处于快速城镇化时期，经济发展与城市建设都取得了巨大的成就，但城市规划实施结果与规划目标出现偏差的现象也较为突出。主要原因有：第一，我国规划制度体系的不完善，在指导城市建设中，规划体系、方法、程序、过程均存在一定的缺陷；第二，规划主体之间的利益博弈对规划编制与实施的偏差也会产生巨大的影响；第三，中小城镇普遍自身基础薄弱、发展依赖外部资源，区域环境对其发展影响较大，因此在积极融入区域、追求城市“利益”的发展过程中，城市建设容易走入误区：无视目标与实践的偏差、建设肆意进行都将造成城市无序蔓延、城市建设低效率等一系列问题，这些会成为制约健康城镇化的障碍。本文认为，偏差的出现是客观现实，城市建设与规划本身的复杂性决定其不可能完全统一，问题的关键在于如何从制度层面规范规划行为，重视规划的严肃性；从规划编制中改善规划的弹性，以适应各种突发的“大事件”；在不影响项目落地的前提下尽量符合地块发展的既定目标。本文通过对吉安市当前城市建设过程中出现的实施偏差进行反思，客观探索协调规划编制与实施的策略，意在将经验运用在与吉安类似的城市上，为我国中小城镇的健康城镇化发展提供借鉴意义。
[Abstract]:With the rapid development of urban planning theory and practice in our country, the deviation between urban planning formulation and implementation is becoming more and more prominent, especially small and medium-sized towns, which have become the main battlefield of urbanization, and are actively increasing the intensity of urban construction. However, the study finds that there are different degrees of deviation between the urban construction and the established goal under the influence of various factors. Based on this, this paper analyzes and summarizes the small and medium-sized cities and towns from an objective point of view. Ji'an City is in the period of rapid urbanization, economic development and urban construction have made great achievements, but the phenomenon of deviation between the implementation results of urban planning and the planning goals is also more prominent. The main reasons are: first, The imperfect planning system of our country, in guiding the urban construction, planning system, methods, procedures, the process has certain defects; second, The benefit game between the planning subjects will also have a huge impact on the deviation of planning preparation and implementation. Third, the development of small and medium-sized towns is generally weak, development depends on external resources, the regional environment has a greater impact on its development. Therefore, in the process of actively integrating into the region and pursuing the "interests" of the city, urban construction is easy to go into the wrong zone: ignoring the deviation between the goal and the practice, the construction wanton will cause the sprawl of the city disorder. A series of problems, such as low efficiency of urban construction, will become obstacles to healthy urbanization. This paper holds that the appearance of deviation is an objective reality, and the complexity of urban construction and planning itself determines that it cannot be completely unified. The key to the problem lies in how to standardize planning behavior from the system level, how to attach importance to the seriousness of planning, and how to improve the flexibility of planning from the planning preparation. In order to adapt to all kinds of sudden "big events" and without affecting the landing of the project as far as possible in line with the land development objectives. Based on the reflection of the implementation deviation in the process of current urban construction in Ji'an, this paper objectively explores the strategy of coordinating planning and implementation, aiming to apply the experience to cities similar to Ji'an. For the healthy urbanization of small and medium-sized towns in China to provide reference significance.
