西安市某公租房项目开发风险分析

【摘要】:公共租赁性住房(以下简称公租房)做为新兴的保障性住房类型,主要用于解决城市“夹心层”的住房问题。2013年中央财政下拨中央补助公租房保障专项资金580亿元,计划建成470万套公租房。对于如此大规模的公租房项目建设,必然引发一系列的风险问题,需要有效控制公租房的开发风险,使其建设、运营顺利实施。在此背景下,本文针对西安市某公租房项目开发风险进行实证研究。 基于上述考虑,本文对我国保障性住房及公租房的发展现状进行阐述。目前,我国还未形成一套全面且完善的体系来确保保障性住房的实施运营,公租房的相关政策及公租房的具体建设实施之间的没能有效衔接,存在漏洞。在此基础上总结目前公租房存在的6点问题。通过公租房的现状分析,总结公租房项目的风险来源,并对公租房的风险因素主要分为3个阶段进行研究,前期及规划阶段中的风险来源为前期规划及土地性质,项目建设阶段的风险因素来自资金管理及建设管理中,运营管理阶段风险因素出现在分配及运营管理过程中。对这三个阶段进行简要的分析,,并研究各个阶段风险的影响因素。最后,建立公租房风险评价指标体系,并基于层次分析法和模糊综合评价方法对公租房风险进行评价分析,为公租房的投资建设提供依据。 在不断探索的发展道路上,公租房从规划设计到施工建设再到建成运营都不断完善,本文通过建立公租房项目风险评价体系,希望为我国公租房风险管理提供思路,降低公租房项目经营的风险,以丰富公租房风险管理研究并对公租房建设开发具有一定的指导和借鉴意义。
[Abstract]:Public rental housing (hereinafter referred to as public rental housing), as a new type of affordable housing, is mainly used to solve the housing problem of "sandwich layer." in 2013, the central government allocated 58 billion yuan of special funds to subsidize public rental housing.It is planned to build 4.7 million public rental housing units.The construction of public rental housing projects on such a large scale will inevitably lead to a series of risk problems. It is necessary to effectively control the development risks of public rental housing, so that its construction and operation can be carried out smoothly.In this context, this paper carries out an empirical study on the development risk of a public rental housing project in Xi'an.Based on the above considerations, this paper describes the development of affordable housing and public rental housing in China.At present, China has not formed a comprehensive and perfect system to ensure the implementation of affordable housing operation, the relevant policies of public rental housing and the implementation of the specific construction of public housing has not been effectively linked, there are loopholes.On the basis of this summary of the current public rental housing there are six problems.Through the analysis of the current situation of public rental housing, this paper summarizes the risk sources of public rental housing projects, and the risk factors of public rental housing are mainly divided into three stages. The risk sources in the early stage and the planning stage are the pre-planning and the nature of land.The risk factors in the project construction stage come from the fund management and the construction management, and the risk factors in the operation management phase appear in the process of distribution and operation management.The three stages are analyzed briefly, and the risk factors of each stage are studied.Finally, the risk evaluation index system of public rental housing is established, and based on AHP and fuzzy comprehensive evaluation method, the risk of public rental housing is evaluated and analyzed, which provides the basis for the investment and construction of public rental housing.In the development path of continuous exploration, public rental housing from planning, design, construction and construction to completion and operation are constantly improved, this paper through the establishment of public rental housing project risk evaluation system, hoping to provide ideas for our country's public rental housing risk management.To reduce the risk of public rental housing project management in order to enrich the study of public rental housing risk management and public rental housing construction and development has certain guidance and reference significance.
