海上油气田工程项目管理模式研究

【摘要】:据国际能源署(IEA: International Energy Agency)的相关资料分析,海洋油气的储量占全球总资源量的34%,而目前探明率为30%,尚处于勘探早期阶段。丰富的资源现状让全世界再次将目光瞄准了海洋这座石油宝库。据统计,2009年海洋石油天然气产量已经占世界石油天然气总产量的32%,预计到2020年这个比例将会提高到40%。目前,海上石油资源的勘探开发已经成为世界油气开采的重点领域。 中国的沿海大陆是环太平洋油气带的主要聚集区,蕴藏着丰富的石油储量,据预测,中国海洋油气的资源量达数百亿吨。作为全球石油消费第二大国,2011年我国的原油对外依存度已超过50%;加上近年来周边国家不断侵占、蚕食我国海洋油气资源,因此,加快海洋石油勘探开发的发展已迫在眉睫。 然而,海上油气田勘探开发是一个高投入、高风险的行业,没有全面的可行性研究与论证,没有系统的科学管理,是不足以保证科学决策,,不足以控制投资风险的。因此,海上油气田开发工程无论是对勘探开发技术,还是工程项目实施企业的项目管理水平都提出了很高的要求。 本文通过对海上油气田勘探、开发特点的全面分析,提出了此类工程项目中普遍面临而又期待解决的问题;结合对国内外油气田工程项目管理现状的对比研究、对蓬莱油田一期开发过程中遇到的一系列问题的分析、以及对蓬莱二期项目的全面介绍,从而提出了采用新型的项目管理模式的必要性;本文依托蓬莱油田二期M平台项目开发的实例,全面解析了CPMS(Capital Project ManagementSystem)项目管理模式的实施以及全方位的可行性论证工作。本文研究的油气田项目管理模式CPMS,不但保证了我国最大的海上合作油田渤海蓬莱二期的成功开发,而且为国内能源企业走出国门参与国际油气田合作开发提供了示范,同时对提升自营项目的科学管理能力具有重要的借鉴意义。
[Abstract]:According to IEA: International Energy Agency, the offshore oil and gas reserves account for 34% of the total resources in the world, and the current proven rate is 30%, which is still in the early stage of exploration. The state of the world's rich resources has once again focused its attention on the ocean as a reservoir of oil. According to statistics, in 2009, offshore oil and gas production has accounted for 32 percent of the world's total oil and gas production, and is expected to increase to 40 percent by 2020. At present, the exploration and development of offshore oil resources has become the key field of oil and gas exploitation in the world. China's coastal continent is the main accumulation area of the oil and gas belt in the Pacific Rim, which contains abundant oil reserves. According to the forecast, China's offshore oil and gas resources amount to tens of billions of tons. As the second largest oil consumer in the world, China's crude oil dependence has exceeded 50% in 2011. In addition, in recent years, neighboring countries have been encroaching on China's offshore oil and gas resources, so it is urgent to speed up the development of offshore oil exploration and development. However, the exploration and development of offshore oil and gas field is a high investment and high risk industry. Without comprehensive feasibility study and demonstration and systematic scientific management, it is insufficient to ensure scientific decision and control investment risk. Therefore, the offshore oil and gas field development project has put forward the very high request to the exploration and development technology, as well as the project management level of the engineering project implementation enterprise. Based on the comprehensive analysis of the exploration and development characteristics of offshore oil and gas fields, this paper puts forward the problems that are generally faced and expected to be solved in this kind of engineering projects, combining with the comparative study on the present situation of oil and gas field engineering project management at home and abroad. This paper analyzes a series of problems encountered in the first stage development of Penglai Oilfield, and introduces the second phase project of Penglai oil field, and puts forward the necessity of adopting a new project management mode. Based on the example of the second phase M platform project development in Penglai Oilfield, this paper comprehensively analyzes the implementation of the CPMS(Capital Project Management system project management mode and the feasibility demonstration in all directions. The oil and gas field project management model CPMS studied in this paper not only ensures the successful development of the second phase of Bohai Sea Penglai, the largest offshore cooperative oil field in China, but also provides a model for domestic energy enterprises to go abroad to participate in the international oil and gas field cooperation development. At the same time, it has important reference significance to improve the scientific management ability of self-support project.
