成都市乡村规划师制度研究

【摘要】：乡村规划管理作为城乡规划管理的重要组成部分，具有覆盖范围广、社会影响大、重视程度弱、工作基础薄、实施难度高的特点。设立乡村规划师制度，创新乡村规划管理机制，加强乡村规划管理力度，提升乡村规划管理水平，是成都市推动统筹城乡试验区建设的新探索，对实现城乡可持续发展具有重大的意义和深远的影响。本文首先对国内外乡村规划管理的理论和专职规划师制度的实践进行了基础性研究，了解相关发展趋势、组织架构、职能定位、管理机制并适度归类。随后对成都市设立乡村规划师制度的外部趋势和内部环境进行研判，回顾制定过程，解析制度文件，分析制度设计的要点。接下来重点对乡村规划师制度的实施情况进行了系统研究，涵盖乡村规划师招募、培训、履职和管理的全过程，结合调研数据分析和具体案例解读全面掌握制度的运行。围绕论文的研究目的，总结了乡村规划师制度的实施成效和成功经验，对问题现象进行了梳理并深入分析其发生的原因，提出了制度优化举措。同时，将乡村规划师制度平台与政府管理转型结合起来，对乡村规划师制度组织模式的进一步发展进行了阐述和探讨。在论文结尾处，对研究的核心内容进行了回顾总结。
[Abstract]:As an important part of urban and rural planning management, rural planning management has the characteristics of wide coverage, large social impact, weak attention, thin work foundation and high implementation difficulty. Setting up the system of rural planners, innovating the management mechanism of rural planning, strengthening the management of rural planning and improving the level of rural planning and management are the new explorations to promote the construction of urban and rural pilot areas in Chengdu. It has great significance and profound influence on the sustainable development of urban and rural areas. In this paper, the theory of rural planning and management at home and abroad and the practice of full-time planners system are studied in order to understand the relevant development trend, organizational structure, functional positioning, management mechanism and appropriate classification. Then the external trend and internal environment of setting up the rural planner system in Chengdu are studied, the establishment process is reviewed, the system documents are analyzed, and the key points of the system design are analyzed. Then it focuses on the implementation of the system of rural planners, covering the whole process of recruitment, training, performance and management of rural planners, combined with research data analysis and specific cases to understand the overall operation of the system. According to the purpose of the thesis, this paper summarizes the implementation effect and successful experience of rural planners system, combs the problem phenomenon, analyzes the causes of the problem, and puts forward some measures to optimize the system. At the same time, combining the platform of rural planner system with the transformation of government management, the further development of the organizational mode of rural planner system is expounded and discussed. At the end of the paper, the core contents of the study are reviewed and summarized.
