中国石油产业环境规制效果与生态保护路径

【摘要】：石油产业环境规制效果是指政府部门为实现环境保护目的,而制定的相关规制政策的实施效果。环境规制政策实施的效果如何,规制目标是否实现,直接影响着石油产业的发展和环境质量的改善。从规制效果的检验结果来看,在中国石油产业进行环境规制收到了良好效果,对环境保护起到了正向作用,且较为显著。人们的环保意识对环境规制效果也同样起到了积极地正向作用,说明随着人们环保意识的增强,国家政策能够得到更好地贯彻与实施,从而得到更好的规制效果。有中国特色的石油产业生态保护路径:应重视环境规制影响的分析,建立环境规制影响评价机制;改革规制机构的权力制衡机制,提高规制机构的独立性;注意环境规制工具的选择;进一步提高社会公众环保意识,健全社会公众参与环境规制的制度。
