基于全生命周期的H油田勘探院科研项目管理研究

【摘要】：实施全生命周期科研项目管理对实现H油田勘探院有质量、有效益、可持续的发展目标具有十分重要的意义,可以进一步完善勘探院科研项目管理过程,有效提高勘探院科研项目管理水平,丰富科研项目全生命周期管理实践经验,为其他企业特别是油田企业的科研项目全生命周期管理提供参考和借鉴。本文通过对科研项目全生命周期管理的特点、阶段划分、管理原则等基本理论进行概述,介绍了国内外相关研究的理论成果和实践经验,分析了H油田勘探院的科研项目管理现状,总结其存在的三个方面问题,即:组织结构不合理导致项目协调不顺畅、资源配置不均衡造成项目开展不同步、过程管理不系统项目监管不到位。针对上述问题,提出了H油田勘探院科研项目全生命周期管理方案的设计目标和原则,分析了方案设计时应考虑的内外部因素,从组织架构与职责界定、资源的均衡配置、全生命周期的过程管理等方面进行详细设计。最后,提出了H油田勘探院科研项目全生命周期管理方案实施的相关保障措施。
[Abstract]:The implementation of the whole life cycle scientific research project management is of great significance to the realization of the quality, benefit and sustainable development target of the exploration institute of H oilfield, and can further improve the management process of the scientific research project of the exploration institute. Effectively improve the management level of scientific research projects in exploration institutes, enrich the practical experience in the whole life cycle management of scientific research projects, This paper summarizes the basic theories of the whole life cycle management of scientific research projects, such as the characteristics, stages division, management principles and so on, of the whole life cycle management of scientific research projects, especially for other enterprises, especially oil field enterprises. This paper introduces the theoretical achievements and practical experiences of related research at home and abroad, analyzes the present situation of scientific research project management in H oilfield exploration institute, and summarizes the three problems existing in the research project management, that is, the unreasonable organization structure leads to the unsmooth coordination of the project. The unbalanced allocation of resources causes the project development to be out of step and the process management not to be managed systematically. In view of the above problems, the design objectives and principles of the whole life cycle management scheme for the scientific research project of the H Oilfield Exploration Institute are put forward. This paper analyzes the internal and external factors that should be taken into account in the design of the scheme, and designs in detail from the aspects of organizational structure and definition of responsibility, balanced allocation of resources, process management of the whole life cycle, etc. Finally, This paper puts forward the relevant safeguard measures for the implementation of the whole life cycle management scheme of the R & D project of H Oilfield Exploration Institute.
