【摘要】:液化天然气(liquefied natural gas, LNG)作为一种高效、清洁能源,越来越受到青睐,一些能源消费大国逐渐加大对LNG的进口量。截止2015年,亚太地区LNG供应量的一半将来自新建的LNG生产线。随着科技的发展,LNG罐箱运输技术已经成熟。在美国,陆上利用集装箱卡车进行LNG罐箱运输、利用槽车进行LNG运输的历史可追溯到上世纪60年代。我国的LNG陆上运输方式约有10年的历史。虽然LNG本身无法燃烧,LNG蒸汽无色、无毒、无味,但因LNG泄露造成的人员和财产损失常常难以估计。全面认识LNG罐箱运输特性和对LNG罐箱运输风险进行分析,对于保证LNG罐箱的安全运输,降低事故发生概率,减少经济损失具有重要意义。本文主要研究LNG罐箱运输中安全监督的技术要点,为将来海事监督部门从事此项监督工作提供技术依据。首先,分析了与LNG罐箱相关的国际、国内法规政策,确定LNG罐箱结构形式。其次,结合LNG罐箱技术指标和运输特点,分别从LNG泄漏后产生的化学、物理、生物危害性等三个方面进行分析,阐明了各危害的形成原因、产生机理及危害范围。通过结合国际权威实验室真实实验数据,进一步分析LNG泄露危害范围、危害时间和发生频率,从而将LNG罐箱工作区域划分不同区域,并规范区域内活动种类。最后,结合LNG泄露风险分析和LNG罐箱运输特点,将LNG罐箱运输划分成不同环节,并提出相应的监管程序和监管内容,为确保LNG罐箱安全运输提供重要依据。
[Abstract]:Liquefied natural gas (liquefied natural, gas, LNG) as an efficient, clean energy, more and more popular, some energy consumption gradually increased imports of LNG. By the end of 2015, half of the supply of LNG in the Asia Pacific region will come from the new LNG production line. With the development of science and technology, transportation technology of LNG tank mature. In the United States, the use of LNG tank container truck transport, LNG transportation history can be traced back to the last century in 60s by tankers. LNG onshore transport mode in China about 10 years of history. Although LNG itself can not burn LNG, non-toxic, tasteless, colorless steam, but because of LNG leak caused casualties and property losses are often difficult to estimate. The comprehensive understanding of LNG tank transportation characteristics and on the LNG tank container transportation risk analysis, to ensure the safety of transportation of LNG tank, to reduce the probability of accidents and reduce economic losses is important This paper mainly studies the key technology. LNG security container transportation supervision, engaged in the supervision work for the future maritime supervision departments to provide technical basis. First, analyzed the related LNG tank international, domestic regulations and policies, determine the LNG tank structure. Secondly, combined with the LNG tank technical index and transportation characteristics chemistry, were generated from the LNG, after the leakage of physics, three biological hazard analysis, clarify the causes of the harm, mechanism and harm scope. By combining the real experimental data of international authoritative laboratory, further analysis of the LNG leakage harm scope, harm time and frequency, and thus LNG tank the box work area into different areas, and regulate the activities of species in the region. Finally, according to the disclosure of the LNG risk analysis and LNG tank transportation, LNG tank container transportation is divided into different parts, and put forward the corresponding supervision The management procedure and supervision content provide an important basis for ensuring the safe transportation of LNG tanks.
