山东省宁阳县第24加油站建设项目选址研究

【摘要】:宁阳县位于鲁中偏西方向,泰安南部,是一个以农业为主、工矿业为辅的农业县。中国石化山东泰山石油股份有限公司为了占据宁阳县成品油零售市场的主导地位,填补市场空白点,遏制竞争对手的进入,决定在宁阳县新发展一座加油站。根据泰山石油股份有限公司的投资需求,本文研究了宁阳第24加油站建设项目的选址。本文首先介绍了国内外加油站建设项目选址研究的发展状况,叙述了加油站的两大工艺流程,然后根据加油站的特点,阐明了研究方法。结合典型的评价方法,确定了以层次分析法确定各评价指标权重,以综合模糊评判法确定各定性指标的分值,对定量指标和定性指标进行归一化处理后,以层次加权加法进行方案综合评判的评价方法。随后本文对投资的主体及其投资目的,建设项目实施地的地域现状及项目选址现状进行了介绍。在建设项目选址实施过程中,根据对宁阳县第24加油站建设项目选址造成重大影响的因素,划分为经济指标因素、规划指标因素、环保指标因素、场所指标因素、安全指标因素、社会环境影响指标因素;根据笔者的实践工作经验,阐述了上述诸因素对项目选址的影响方式及影响结果。然后应用层次分析法通过矩阵计算,得出了各影响因素指标的权重,使用层次加权加法对各方案进行综合评判,据此建立了加油站项目选址的评价模型;根据评价模型,对三个备选方案进行实证计算和分析,获得了选址研究结果。通过对选址结果的分析,证明了选址模型的科学性、实用性、创新性。本文突出的特点是结合加油站建设的程序,指出对加油站建设项目的选址要求既要考虑经济效益,还要把在选址过程中的重大影响因素纳入到选址评价体系中来,这些因素在前人的理论研究中经常被忽视或者理想化处理。通过对这些影响因素的着重阐述,补充完善了现有的加油站建设项目选址理论与实际结合不紧密的缺陷。在评价过程中,根据已有的研究成果,减少了定性因素的使用;对使用的定性因素以国家法律法规和规范为依据进行评价,尽可能减少主观判断的随意性。对定量因素利用计算套表进行测算,与定性因素一起进行标准化后纳入矩阵运算,保障了研究成果科学可靠。最终研究成果为项目实施者提供了一个比较切合实际的评价模型,从而帮助决策人员科学决策,为企业建成投产后取得良好的经济效益和社会效益提供了有力的保障。
[Abstract]:Ningyang County is located in the direction of west-west of Lu and south of Tai'an. Sinopec Shandong Taishan Petroleum Co., Ltd. decided to develop a new gas station in Ningyang County in order to occupy the leading position of the refined oil retail market in Ningyang County, fill the gap in the market and curb the entry of competitors. According to the investment demand of Taishan Petroleum Co., Ltd, this paper studies the location of the construction project of the 24 th gas station in Ningyang. This paper first introduces the development of the site selection of gas station construction projects at home and abroad, describes the two major technological processes of the gas station, and then, according to the characteristics of the gas station, clarifies the research method. Combined with the typical evaluation method, the weight of each evaluation index is determined by analytic hierarchy process (AHP), the score of each qualitative index is determined by comprehensive fuzzy evaluation method, and the quantitative index and qualitative index are normalized. The evaluation method of comprehensive evaluation of the scheme is carried out by adding the hierarchy weight. Then this paper introduces the main body of investment and the purpose of investment, the regional status of construction project implementation and the status of project location. In the process of construction project site selection, according to the factors that have great influence on the site selection of No. 24 gas station in Ningyang County, it is divided into economic index factor, planning index factor, environmental protection index factor, place index factor, and so on. According to the author's practical work experience, this paper expounds the influence mode and result of the above factors on the project location. Then through matrix calculation, the weight of each influencing factor index is obtained, and the comprehensive evaluation of each scheme is carried out by using the hierarchical weighting addition method, and the evaluation model of gas station project location is established according to the evaluation model, and the evaluation model of the gas station project location is established according to the evaluation model. The empirical calculation and analysis of the three options are carried out, and the results of site selection are obtained. Through the analysis of site selection results, it is proved that the location model is scientific, practical and innovative. The prominent feature of this paper is to combine the procedure of gas station construction, and point out that the site selection requirements of gas station construction projects should not only consider economic benefits, but also incorporate the important factors in the site selection process into the site selection evaluation system. These factors are often ignored or idealized in previous theoretical studies. By focusing on these influencing factors, the defects that the existing theory of gas station construction project location is not closely combined with practice are supplemented and perfected. In the process of evaluation, according to the existing research results, the use of qualitative factors is reduced, and the use of qualitative factors is evaluated on the basis of national laws, regulations and norms, and the arbitrariness of subjective judgment is reduced as much as possible. The quantitative factors are calculated by using a set of calculation tables, and the qualitative factors are standardized and incorporated into the matrix operation, which ensures the scientific and reliable results of the research. The final research results provide a more realistic evaluation model for the project implementers, thus help the decision makers to make scientific decisions, and provide a strong guarantee for the enterprises to obtain good economic and social benefits after they are completed and put into production.
