大庆油田人才开发院人才开发体系构建研究

【摘要】:创新驱动的实质是人才驱动,企业未来发展的关键在于对人才的有效开发。大庆油田人才开发院建立健全人才开发体系,全面提高油田公司员工队伍整体能力素质,是人才开发院协助油田公司实现未来发展战略的关键任务。因此,必须构建行之有效的人才开发体系,为油田公司的人力资源管理和发展战略做出重要的积极贡献。论文以大庆油田人才开发院人才开发体系建设为研究对象,明确了论文的选题背景、目的、意义和国内外研究现状,阐述了人才开发相关概念和人力资本理论、人才开发的冰山理论、终身教育理论等基本理论,在此基础上,首先采用实地调查和访谈的方法,对人才开发院人才开发环境和现状进行分析,指出人才开发院人才开发工作存在的问题和困难。其次,对大庆油田人才开发院人才开发体系进行设计,明确人才开发体系设计目的,结合人才开发院实际制定人才开发体系设计原则,从油田公司战略出发提出人才开发体系设计思路,探索大庆油田人才开发体系的建立,包括人才标准、人才测评、人才盘点和人才发展体系。最后,从人才开发理念、人才开发管理、人才开发队伍、人才开发企业文化四个方面提出人才开发体系实施的保障措施,使人才开发体系的实施落到实处。上述研究成果将为大庆油田人才开发院建立有效的人才开发体系提供决策参考。
[Abstract]:The essence of innovation-driven is talent-driven, the key to the future development of enterprises lies in the effective development of talents. It is a key task for Daqing Oilfield Talent Development Institute to establish and perfect the talent development system and improve the overall ability and quality of the staff of the oil field company to help the oil field company realize the future development strategy. Therefore, it is necessary to construct an effective talent development system to make an important and positive contribution to the human resource management and development strategy of oil field companies. This paper takes the construction of talent development system in Daqing Oilfield Talent Development Institute as the research object, clarifies the background, purpose, significance and current research situation of the thesis, expounds the related concepts of talent development and the theory of human capital. The basic theories of talent development, such as iceberg theory, life-long education theory, etc., on this basis, first of all, using the methods of field investigation and interview, to analyze the environment and present situation of talent development in the Institute of Talent Development. This paper points out the problems and difficulties in the development of talents in the Institute of Talent Development. Secondly, the talent development system of Daqing Oilfield Talent Development Institute is designed, the design purpose of talent development system is clear, and the design principle of talent development system is formulated according to the actual situation of the talent development institute. Based on the strategy of oil field company, this paper puts forward the design idea of talent development system, and probes into the establishment of talent development system in Daqing oilfield, including talent standard, talent evaluation, talent inventory and talent development system. Finally, this paper puts forward the measures to guarantee the implementation of the talent development system from four aspects: the concept of talent development, the management of talent development, the team of talent development, and the enterprise culture of talent development, so that the implementation of the talent development system can be carried out. The above research results will provide decision-making reference for Daqing Oilfield Talent Development Institute to establish an effective talent development system.
