液化石油气混气站重大危险源专项安全评价

【摘要】:某液化石油气混气站构成了重大危险源,涉及重大危险源的物质为液化石油气、氢气,设备设施主要为储罐。通过对该重大危险源危险、有害因素分析,该混气站主要危险有害性有火灾、爆炸、中毒、腐蚀等,一旦事故发生,危险性是不可忽视的。根据《中华人民共和国安全生产法》中“生产经营单位对重大危险源应当登记建档,进行定期检测、评估、监控,并制定应急预案,告知从业人员和相关人员在紧急情况下应当采取的应急措施”的规定以及《危险化学品安全管理条例》等法律法规以及地方安全监督部门的有关规定,应对该混气站进行安全专项评价。针对该混气站的液化石油气储存单元,选择该站中危险性最大的液化石油气储罐作为评价对象,采用易燃、易爆、有毒重大危险源评价法,综合考虑物质的固有危险性和危险性抵消因子,计算出该储罐的现实危险性。结果表明:现实危险性A值是固有危险性B1值的0.325%,该混气站的控制能力和危险等级是相匹配的。安全评价结果表明该混气站为三级重大危险源,但该区域基本条件良好,安全管理机构和管理制度较完善,设备设施经检验符合安全要求。虽然液化石油气爆炸事故的概率非常小,但一旦发生爆炸事故后果是非常严重的,因此该站的安全装备和安全管理至关重要。针对安全评价过程中发现的安全隐患等问题,提出了相应的安全对策措施,主要有安全管理对策措施、压力容器及压力管道主要安全对策措施、消防对策措施等,以达到长期安全、稳定运行的要求。
[Abstract]:A liquefied petroleum gas (LPG) mixing station constitutes a major hazard source. The major hazardous source is liquefied petroleum gas (LPG), hydrogen gas, and the equipment and facilities are mainly storage tanks. Based on the analysis of the major hazard and harmful factors, the main hazards of the gas mixing station are fire, explosion, poisoning, corrosion and so on. Once the accident occurs, the danger can not be ignored. According to the "production Safety in production Safety Law of the people's Republic of China", production and business operation units shall register and file major hazardous sources, conduct regular inspection, assessment, monitoring, and formulate emergency plans, Informing practitioners and relevant personnel of the emergency measures to be taken in emergency situations, as well as the provisions of laws and regulations such as the regulations on the Safety Management of Hazardous Chemicals and the relevant provisions of local safety supervision departments, The safety evaluation of the gas mixing station should be carried out. In view of the LPG storage unit of the gas mixing station, the most dangerous LPG storage tank in the station is selected as the object of evaluation, and the method of evaluation of flammable, explosive and toxic major hazard sources is adopted. Considering the inherent danger and the risk offsetting factor, the practical danger of the tank is calculated. The results show that the actual danger A value is 0.325% of the inherent danger B1 value, and the control ability and the danger grade of the gas mixing station are matched. The result of safety evaluation shows that the gas mixing station is a major danger source in the third grade, but the basic conditions in this area are good, the safety management organization and management system are relatively perfect, and the equipment and facilities meet the safety requirements. Although the probability of LPG explosion accident is very small, once the explosion accident happens, the consequence is very serious, so the safety equipment and safety management of the station is very important. In view of the safety hidden trouble found in the process of safety evaluation, the corresponding safety countermeasures are put forward, such as safety management countermeasures, main safety countermeasures for pressure vessels and pressure pipes, fire prevention countermeasures, etc. In order to achieve long-term safety, stable operation requirements.
