西气东输管道水毁灾害风险管理效能评估

【摘要】:西气东输管道作为我国距离最长、口径最大的输气管道,管道沿线地形地貌、水文地质条件复杂,加上人类的经济工程活动,导致了管道沿线地区环境及地质灾害的发育。西气东输管道沿途的环境地质灾害种类多、成因复杂、范围广,导致的管道事故又极易诱发严重的次生灾害,其直接和间接损失往往比其他类别的事故更大。在西气东输管道的环境及地质灾害中,水毁灾害是经济损失最严重、人口伤亡最多和社会影响最大的自然灾害之一。统计表明在西气东输管道沿线地区发生的环境地质灾害中,水毁灾害是发生最频繁的环境地质灾害。西气东输管道工程多年来进行的水毁灾害风险管理工作取得了一定的防灾减灾效果,但是未能对其“投入——产出”进行评估,因此对西气东输管道开展水毁灾害风险管理效能评估的研究,对西气东输管道经济合理的安全、平稳运行具有重要的意义。 本文通过调查分析水毁灾害风险管理的国内外研究现状、国内外效能评价开展情况,并收集、整理西气东输管道水毁灾害现场资料。阐述了水毁灾害对西气东输管道的危害及三种常用防治措施:坡面防护、冲刷防护、支挡防护。通过介绍效能评估流程来确定西气东输管道水毁灾害风险管理效能评估流程。本文研究了西气东输管道水毁灾害风险管理的效能影响因素,并提出西气东输管道水毁灾害风险管理效能评估模式采用“多投入——多产出”的效能评估模式,投入指标包括风险辨识的投资、风险评估的投资、风险控制的投资,产出指标为对应的风险辨识的有效性、风险评估的有效性、风险控制的有效性,在效能评估模式的基础上得出效能评估模型并继而得出效能评估指标体系。本文通过对比分析效能评估方法,最终采用适用于“多投入——多产出”效能评估模式的数据包络分析法(DEA)对西气东输管道水毁灾害风险管理进行效能评估。最后本文分别对坡面水毁、河沟道水毁、台田地水毁各选取了12处典型灾害点进行了水毁灾害风险管理的效能评估,评估结果符合西气东输管道水毁灾害风险管理现状。 本文通过对西气东输管道水毁灾害风险管理的效能评估,改进管理手段,提高管理效率,达到了节约资金、提高西气东输管道系统安全性的目的。
[Abstract]:As the longest distance and the largest caliber gas pipeline in our country, the pipeline along the pipeline is characterized by topography and geomorphology, complicated hydrogeological conditions and human economic engineering activities, which lead to the development of environmental and geological disasters along the pipeline. There are many kinds of environmental geological disasters along the way of West-to-East Gas Pipeline, the causes are complex and the scope is wide, the pipeline accidents are easy to induce serious secondary disasters, and the direct and indirect losses are often greater than other types of accidents. Among the environmental and geological disasters of gas pipeline from west to east, the disaster of water destruction is one of the natural disasters with the most serious economic losses, the most casualties of the population and the greatest social impact. Statistics show that the water damage is the most frequent environmental geological hazard in the area along the pipeline from west to east. The disaster risk management work of the West to East Gas Pipeline Project for many years has achieved a certain effect of disaster prevention and mitigation, but has not been able to evaluate its "input-output". Therefore, it is of great significance to evaluate the effectiveness of water disaster risk management for the pipeline from the west to the east, which is of great significance to the economic and reasonable safety and smooth operation of the gas pipeline from the west to the east. Based on the investigation and analysis of domestic and international research status of flood disaster risk management and the development of efficiency evaluation at home and abroad, this paper collects and collates the field data of waterlogging disaster of gas pipeline from west to east. This paper expounds the damage of water disaster to the pipeline of gas transmission from west to east and three kinds of commonly used prevention measures: slope protection, scour protection and support protection. This paper introduces the efficiency evaluation process to determine the effectiveness evaluation process of water disaster risk management for the west-to-east gas pipeline. In this paper, the effect factors of water disaster risk management in West-East gas pipeline are studied, and the effectiveness evaluation model of "multi-input-multi-output" is put forward to evaluate the effectiveness of waterlogging disaster risk management in West-to-East gas pipeline. Input indicators include investment in risk identification, investment in risk assessment, investment in risk control, effectiveness of risk identification in output indicators, effectiveness of risk assessment, effectiveness of risk control, On the basis of the efficiency evaluation model, the effectiveness evaluation model and the efficiency evaluation index system are obtained. In this paper, by comparing and analyzing the effectiveness evaluation method, the data Envelopment Analysis method (DEAA), which is suitable for "multi-input-multi-output" efficiency evaluation model, is used to evaluate the effectiveness of the disaster risk management of the West to East Gas Pipeline. Finally, this paper selects 12 typical disaster sites to evaluate the effectiveness of flood risk management for slope, channel and terrace, respectively, and the results are in line with the present situation of disaster risk management in the pipeline of gas from west to east. In this paper, the effectiveness evaluation of water disaster risk management of West-to-East Gas Pipeline is presented, the management means are improved, the management efficiency is improved, the funds are saved and the safety of the West-to-East Gas Pipeline system is improved.
