基于HAZOP分析的码头流体装卸工艺安全管理

【摘要】:石化码头流体装卸工艺是一个人、机、环、管理相互交错的复杂系统,码头一线工艺操作人员受教育程度低、安全素质不高,机械设备种类繁多,运行方式、造成伤害的类型各不相同,工人作业条件艰苦恶劣。对其流体装卸工艺过程进行危险有害因素识别评价和控制十分有必要。本文采用HAZOP和风险矩阵方法对流体装卸工艺过程进行危害分析,得出系统的安全风险和危险因素,得到危险源信息数据库。通过对比国内外工艺安全管理相关要求、标准,评价企业现有安全管理体系文件和管控措施,基于新辨识的危险信息数据库完善已有文件和流程,开发新的管控工具。最后基于计算机和网络技术开发石化码头流体装卸工艺安全管理系统,集在线教育培训、学习考试、各种安全文件签字在线流转、及时更新的工艺作业票发放和各种新的管控工具在线版于一体,为石化码头企业工艺安全管理做出了有意义的探索和提出了信息化解决方案。本文虽然以特定的石化码头流体装卸工艺为研究对象,但是工艺危害分析的选择、安全体系文件管控工具的评审改进、信息化工艺安全管理的思路可以在其他同行业同类型企业推广和应用。
[Abstract]:The fluid handling technology of petrochemical wharf is a complex system of people, machines, rings and management intertwined with each other. The wharf front-line process operators have low level of education, low safety quality, various types of machinery and equipment, and operation mode. The types of injuries caused vary, and the working conditions of the workers are harsh. It is necessary to identify, evaluate and control the hazardous factors in the fluid handling process. In this paper, HAZOP and risk matrix method are used to analyze the hazard of fluid handling process, and the safety risk and risk factors of the system are obtained, and the hazard source information database is obtained. By comparing the related requirements and standards of process safety management at home and abroad, evaluating the existing safety management system documents and management measures of enterprises, perfecting the existing documents and processes based on the newly identified hazard information database, developing new management and control tools. Finally, based on computer and network technology, the petrochemical terminal fluid handling process safety management system is developed, which includes online education and training, study and examination, and all kinds of security documents signed online. The timely updating of process work tickets and the online version of various new management and control tools have made a meaningful exploration for the process safety management of petrochemical wharf enterprises and put forward information solutions. In this paper, although the specific petrochemical wharf fluid handling process as the research object, but the selection of process hazard analysis, safety system document control tools review and improvement, The idea of information technology safety management can be popularized and applied in the same type of enterprises in the same industry.
