延炼S-Zorb催化汽油吸附脱硫装置项目投资控制研究

【摘要】:石油化工工程有效控制建设投资,提高投资效益是当前石油化工产业的重要问题。本论文紧密结合我国石油化工工程建设投资管理体制和延长石油集团180万吨/年S-Zorb催化汽油吸附脱硫装置项目工程实际,对其投资控制进行了比较深入的探讨和研究。主要研究内容如下:在项目前期决策阶段,利用工程经济评价的方法进行初步设计方案的优选,从工程建设的规模、效益、安全、环保四个方面评价方案的功能,并结合方案的成本进行综合分析论证,选择合理的优化设计方案,为项目全寿命周期投资控制奠定了良好的基础。在施工准备阶段,结合工程实际特点,采用施工总承包的承包模式,并通过计价费率招标、合同控制乙供材料的方法,控制合同价格,以达到进一步有效控制工程投资的目的。在施工阶段,通过编制资金使用计划、控制采购过程、控制工程计量、支付、工程变更、索赔以及工程风险管理与控制等方法,有效控制施工阶段的投资额。在工程竣工阶段,对整个项目的设计、招投标及施工过程的投资控制效果进行了分析和评价,总结本论文研究成果,为后续工程积累经验。
[Abstract]:The effective control of the investment in the construction of petrochemical engineering and the improvement of the investment benefit are the important problems in the current petrochemical industry. In this paper, the investment control of the petrochemical engineering construction investment management system and the 1 million 800 thousand ton / year S-Zorb catalytic gasoline sorption desulfurization unit project are closely combined in our country. The main research contents are as follows: in the early decision stage of the project, the preliminary design scheme is optimized by the method of engineering economic evaluation, the function of the project is evaluated from four aspects of the scale, benefit, safety and environmental protection of the project, and the comprehensive analysis and demonstration are carried out in combination with the cost of the project, and the rational optimization design is selected. The scheme has laid a good foundation for the project full life cycle investment control. In the construction preparation stage, combined with the actual characteristics of the project, the contract mode of the construction general contract is adopted, and the price of the contract is controlled by the valuation rate for the method of controlling the contract price, so as to achieve the purpose of further effective control of the project investment. Section, through the preparation of the fund use plan, control the procurement process, control engineering measurement, payment, engineering change, claim and engineering risk management and control methods, effectively control the investment in the construction stage. In the completion stage of the project, the overall project design, bidding and construction process of the investment control effect was analyzed and evaluated. Conclusion the research results of this thesis will accumulate experience for subsequent projects.
