CNG加气母站HAZOP分析技术研究

【摘要】:压缩天然气(CNG)作为能源供应的一种有效方式,以其环保性、安全性和经济性,越来越受到广泛推广,CNG加气母站业务也得到快速发展。由于CNG加气母站具有运行压力高、易燃易爆、动设备多,间歇性生产、车辆和人员进出频繁等特点,场站的安全生产显得尤为重要。CNG加气母站一旦发生事故,将造成严重的社会危害和巨大的经济损失。为此,需要采用有效的危险辨识技术对CNG加气母站中潜在的危险进行系统分析,针对存在的危险,找出有效地解决办法,防止事故发生,确保场站安全平稳生产。目前,各类危险性分析技术和方法已比较完善和成熟,越来越多的国内外企业认识到危险性分析的重要性,并将危险性分析作为企业安全生产的一项重要内容进行开展。HAZOP分析技术以其分析全面、系统、细致等突出优点成为目前危险性分析领域主要分析方法之一,并逐渐成为许多安全规范中推荐应用的危险辨识方法。 本文对HAZOP分析技术的现状和趋势、实施过程以及风险矩阵等内容进行了调查研究,并以中国石化天然气分公司第一座成功安全运行的加气母站(山东即墨CNG加气母站)为研究对象,建立了CNG加气母站HAZOP分析模板,对CNG加气母站主要生产工艺和设备进行系统分析,分析了偏差产生的原因及后果,并对后果进行了风险评估,针对分析出的风险和问题,提出了具体、可靠的安全保护措施和降低风险的建议。通过HAZOP分析技术的现场应用,即墨加气母站场站运行人员整体安全技能明显提高,安全管理水平迈入更高水平,2014年即墨加气母站先后编写完善各类运行手册3本,新增安全管理制度6项,安全操作规程8项,发现和消除各类隐患100余项,未发生一起安全生产事故,有效保证了场站安全生产,取得了良好的效果,也为其他CNG加气母站建设和安全运行提供了宝贵的经验。
[Abstract]:As an effective way of energy supply, compressed natural gas (CNG) has been popularized more and more widely because of its environmental protection, safety and economy. Because CNG gas filling master station has the characteristics of high operating pressure, flammable and explosive, more moving equipment, intermittent production, frequent vehicle and personnel in and out, etc., the safety production of CNG filling master station is especially important once accident occurs. Will cause serious social harm and huge economic losses. Therefore, it is necessary to use effective hazard identification technology to systematically analyze the potential hazards in CNG gas filling bus station, to find out effective solutions to the existing dangers, to prevent accidents and to ensure the safe and stable production of CNG stations. At present, all kinds of risk analysis techniques and methods have been relatively perfect and mature. More and more enterprises at home and abroad have realized the importance of risk analysis. And taking risk analysis as an important part of enterprise safety production, carrying out .HAZOP analysis technology, with its outstanding advantages of comprehensive, systematic and meticulous analysis, has become one of the main analysis methods in the field of risk analysis at present. It has gradually become the recommended hazard identification method in many safety codes. In this paper, the present situation and trend of HAZOP analysis technology, the implementation process and the risk matrix are investigated and studied. The HAZOP analysis template of CNG gas filling master station is established with the first successful and safe gas master station (Shandong Jimo CNG filling master station) as the research object. The main production process and equipment of CNG gas filling master station are systematically analyzed, the causes and consequences of deviation are analyzed, and the risk assessment of the consequences is carried out. Reliable safety measures and risk reduction recommendations. Through the field application of HAZOP analysis technology, the overall safety skills and safety management level of the operators of Jimo gas station are obviously improved, and the safety management level has reached a higher level. In 2014, three copies of all kinds of operation manuals have been compiled and perfected at Jimo gas master station. Six new safety management systems, eight safety operating regulations, more than 100 hidden dangers were found and eliminated, and no safety production accident occurred, which effectively guaranteed the safety of production at the station and achieved good results. It also provides valuable experience for the construction and safe operation of other CNG aerating master stations.
