【摘要】:由于陆地油气资源逐渐减少,开发海洋石油是社会发展的必然趋势,但是海洋石油的勘探与开发风险极高、技术要求比陆地高,海上自然环境恶劣、海底地质条件复杂,海上平台空间狭小,人员与设备高度集中,石油勘探本身就存在生产危险性高、科技含量高、不确定因素多、救援困难等特点。自从国内外开发海洋石油以来,曾发生过多给社会、企业和个人造成巨大损失,留下了深刻的教训的重大或特别重大事故。如2010年美国“深水地平线”钻井平台发生爆炸,造成7人重伤,11人失踪,大量的原油外漏,造成史无前例的环境污染事故。我国1979年发生的“渤海二号”钻井平台翻沉事故,死亡72人,仅有两人生还,造成直接经济损失2000多万元;1988年英国Piper Alpha平台爆炸事故,共造成167人死亡,损失超过20亿美元;海洋石油作业安全关系到社会安定及公司发展。本论文运用系统安全管理的基础理论和专业知识,采取资料检索、要素分析、研究对象实地调查、管理方案设计以及可行性分析等研究方法,搜集、整理国内的HSE管理资料,并通过对先进HSE体系要素的分析研究,对比公司的HSE管理现状,查找QHSE管理体系存在的差距,提出相应的改进方案。在方案中要完善公司的安全培训体系、绩效考核及行为激励体系,使公司的HSE管理满足公司海外业务发展的需要,促进公司安全文化的发展,营造出一个良性循环的安全氛围,提高公司的国际市场竞争力。
[Abstract]:The exploitation of offshore oil is an inevitable trend of social development due to the gradual decrease of oil and gas resources on land. However, the exploration and exploitation of offshore oil is of high risk, technical requirements are higher than that of land, the natural environment at sea is bad, and the geological conditions of seabed are complex. The offshore platform has the characteristics of narrow space, high concentration of personnel and equipment, high production danger, high scientific and technological content, many uncertain factors and difficulty in rescue. Since the development of offshore oil at home and abroad, too much has happened to the society, enterprises and individuals have caused huge losses, leaving a profound lesson of the major or especially serious accidents. For example, the explosion of the Deepwater Horizon rig in 2010 left 7 people seriously injured and 11 people missing, a large amount of crude oil leaking, resulting in an unprecedented environmental pollution accident. The sinking accident of Bohai No. 2 drilling rig occurred in China in 1979, in which 72 people were killed, only two people survived, causing direct economic loss of more than 20 million yuan, and in 1988, the explosion of the Piper Alpha platform in Britain resulted in 167 deaths and losses of more than 2 billion US dollars. The safety of offshore oil operation is related to the social stability and the development of the company. Based on the basic theory and professional knowledge of system safety management, this paper collects and collates the HSE management data in China by the methods of data retrieval, element analysis, field investigation, management scheme design and feasibility analysis. By analyzing and studying the elements of advanced HSE system, comparing the present situation of HSE management in the company, finding out the gap of QHSE management system, and putting forward the corresponding improvement scheme. In the scheme, we should perfect the safety training system, performance appraisal and behavior incentive system of the company, make the HSE management meet the needs of overseas business development, promote the development of the safety culture of the company, and create a benign circle of safety atmosphere. Improve the international market competitiveness of the company.
