卫星导航芯片专利分散及应对策略研究

【摘要】:近年来,,随着北斗卫星导航系统的建立与日趋完善,北斗导航产业的发展受到了人们极大的关注。作为卫星导航产业中核心的部分之一,导航芯片决定着卫星导航产品的性能。我国的导航芯片企业从无到有,从弱到强,其专利申请已经进入了一个爆发式增长的阶段。专利分散是指特定技术的专利由众多的专利权人分别持有,是导致专利丛林产生的重要因素之一,测量是否产生专利分散,探索专利分散趋势产生的原因,对于我国高新产业的自主创新具有重要意义。 本文通过研究专利分散理论,评价专利分散的测量方法,对我国和美国的卫星导航芯片领域的专利分散度进行测量,通过比较分析两国产生分散的不同原因,为我国卫星导航芯片领域厂商的发展提供信息支持和对策建议。笔者对卫星导航产业进行了分析,选择导航芯片领域作为研究的切入点,提出研究假设,通过评价现有专利分散的测量方法,应用赫芬达尔指数和破碎化指数对我国和美国的卫星导航芯片领域进行了实证研究。研究表明,我国和美国的卫星导航芯片领域都存在专利分散趋势,并且两国之间的分散过程和原因存在不同。我国卫星导航芯片企业应适当的实施专利集中管理,并借助北斗导航系统、智能手机以及PND的良好发展机遇,加大研发投入,构建以北斗卫星导航芯片技术为基础的专利网,以提高其市场竞争力。
[Abstract]:In recent years, with the establishment and improvement of Beidou satellite navigation system, people pay great attention to the development of Beidou navigation industry. As one of the core parts of satellite navigation industry, navigation chip determines the performance of satellite navigation products. Navigation chip enterprises in China have entered a stage of explosive growth in patent applications from scratch and from weak to strong. Patent dispersion refers to the fact that the patent of a specific technology is held by many patentees, which is one of the important factors leading to the creation of patent jungle. It is of great significance to independent innovation of high-tech industry in our country. By studying the theory of patent dispersion and evaluating the measurement methods of patent dispersion, this paper measures the degree of patent dispersion in the field of satellite navigation chips in China and the United States, and analyzes the different reasons for the dispersion between the two countries. To provide information support and suggestions for the development of satellite navigation chip manufacturers in China. The author analyzes the satellite navigation industry, selects the field of navigation chip as the starting point of the research, puts forward the research hypothesis, and evaluates the existing measurement methods of patent dispersion. An empirical study on the satellite navigation chip field in China and the United States is carried out by using the Herfindahl Index and the fragmentation Index. The research shows that there is a trend of patent dispersion in the field of satellite navigation chips in China and the United States, and the dispersion process and reasons are different between the two countries. China's satellite navigation chip enterprises should properly implement patent centralized management, and with the good development opportunities of Beidou navigation system, smart phone and PND, increase R & D investment, and build a patent network based on Beidou satellite navigation chip technology.
