北京联通公司H基站项目风险管理研究

【摘要】：基站项目从前期设计、中期施工和后期管理全流程中涉及选址、技术、经营、管理以及政策等诸多方面,是一项多方面的系统性工程,受到多种因素的干扰和影响,这些因素形成风险直接导致项目最终是否获得成功。为了使项目达到预期成效,对项目管理中必须加入有效的识别风险、分析风险并应对风险等系列风险管理工作,做好风险的防控,建立一套有效的风险防控机制。本论文即以北京联通公司H基站为例,围绕基站风险管理开展了研究。本文首先从文献中选取了适合基站风险管理的方法,之后从对影响基站主要的政治、技术和管理以及次要的选址、财务和其他有影响的风险因素进行识别,再后对以上风险因素的来源及危害进行了分类和分析,最后提出了应对风险的措施。本论文在读研究生的同时在中国联通公司供职,从事基站建设的相关工作,在建设基站过程中,发现缺少项目风险管控会造成最终项目的低效或者经营利润受损,故而结合工作中遇到的可能出现的问题,将理论应用于实践,探索了基站项目的风险管理工作,为未来基站项目及其他类似项目方案的有成效开展给予一定的借鉴作用。
[Abstract]:The base station project is a systematic project in many aspects, such as site selection, technology, operation, management and policy, which is interfered and influenced by many factors in the whole process of pre-design, medium-term construction and later management. These factors form a risk directly leading to the success of the project. In order to make the project achieve the expected results, it is necessary to add effective risk identification, risk analysis and risk management to the project management, do a good job of risk prevention and control, and establish a set of effective risk prevention and control mechanism. This paper takes the H base station of Beijing Unicom Company as an example to study the base station risk management. In this paper, we first select a suitable method for base station risk management from the literature, and then identify the main political, technical and management factors that affect the base station, as well as the secondary location, financial and other risk factors that affect the base station. After that, the sources and hazards of the above risk factors are classified and analyzed, and the measures to deal with them are put forward. In this paper, I work in China Unicom while studying for graduate students. In the process of building the base station, I find that the lack of project risk control will result in the final project inefficient or operating profit damage. Therefore, combined with the possible problems encountered in the work, this paper applies the theory to practice, explores the risk management of base station projects, and provides some reference for the effective development of future base station projects and other similar projects.
