配电自动化规划研究及工程实践

【摘要】:配电自动化建设是提升配电网智能化水平,提升供电可靠性,保障供电质量的重要举措,也是配电网发展的重点方向之一。通过对目前国内配电自动化存在问题的反思及发展趋势的分析,明确了配电自动化整体功能与定位,提出了贯穿配电网的全方位配电自动化规划建设思路,并对配电自动化的典型应用场景进行分析。配电自动化规划建设中,需在全面分析配电网现状基础上,确定地区特色和关键问题,分别从网架梳理与优化、模式选择、主站建设、终端配置、设备改造和协调管理等方面统筹安排,从顶层高度合理构建配电自动化系统。规划思路与理念已在内蒙古8个盟市配电自动化"十三五"规划中得到应用,显著提高当地配电网运行管理水平,取得良好效果。
[Abstract]:The construction of distribution automation is an important measure to improve the intelligent level of distribution network, enhance the reliability of power supply and ensure the quality of power supply. It is also one of the key directions in the development of distribution network. Through the analysis of the problems existing in distribution automation in China and the analysis of its development trend, the overall function and orientation of distribution automation are clarified. The idea of omnidirectional distribution automation planning and construction through distribution network is put forward, and the typical application scenario of distribution automation is analyzed. In the planning and construction of distribution automation, it is necessary to analyze the present situation of distribution network in an all-round way. To determine the regional characteristics and key issues, respectively, from the aspects of grid structure sorting and optimization, mode selection, master station construction, terminal configuration, equipment transformation and coordination management, etc. The planning idea and idea have been applied in the 13th Five-Year Plan of Distribution Automation in eight Inner Mongolia cities, and the management level of local distribution network has been improved significantly, and good results have been obtained.
