【摘要】：我国是一个统一的多民族国家,各民族共同缔造了伟大的中华人民共和国。各个民族的勤劳智慧促使国家在现代化建设的过程中不断前进。当前处于全面建成小康社会的时代背景下,少数民族特色村寨作为少数民族地区发展的具体表现形式之一,特色村寨建设对民族文化保护、人均环境的改善、产业体系化的构建等方面指明了方向。它的兴起与发展在拉动民族地区经济增长、传统文化保护的同时,也对少数民族的可持续发展构成潜在的威胁。在少数民族特色村寨建设的过程中,审视如何促进当地地区的发展,思考建设过程中存在的问题,探寻少数民族特色存在持续性、良性循环性发展的对策成为重要的研究方向。从历史的沿革到现今时代,我国重视少数民族村寨的建设和发展,新农村建设、三农问题、消除城乡差异促进城乡一体化以及少数民族特色村寨建设政策的推出,促进了少数民族地区农村的发展,取得了进步。少数民族特色村寨建设是我国民族工作的重要内容,是促进少数民族地区经济发展的重要举措,是推动少数民族地区传统文化保护的重要载体,是保护少数民族地区生态环境的重要依托。本文以少数民族特色村寨政策为切入点,以新生鄂伦春族乡为研究主体,探索少数民族特色村寨在建设过程中的优势劣势、建设成果、出现的问题以及解决的对策,研究以如何促进少数民族地区发展为落脚点,深层次延伸少数民族在发展的过程中如何处理好发展经济和保护传统文化的关系,这一关系是对立的不可调和,还是可以在一定条件下可以相互转换的矛盾关系。这对于中国少数民族发展、民族地区发展、政策影响以及社会治理都具有一定的意义。
[Abstract]:China is a unified multi-ethnic country, All nationalities have jointly created the great people's Republic of China. The industrious wisdom of all ethnic groups has pushed the country forward in the process of modernization. At present, it is under the background of the era of building a well-to-do society in an all-round way. As one of the concrete manifestations of the development of minority nationality areas, the construction of characteristic villages protects the national culture and improves the environment per capita. The construction of industrial systematization indicates the direction. Its rise and development not only stimulate the economic growth of ethnic areas, but also protect the traditional culture. It also poses a potential threat to the sustainable development of ethnic minorities. In the process of building villages with minority characteristics, we should examine how to promote the development of local areas, think about the problems existing in the process of construction, and explore the sustainability of the characteristics of ethnic minorities. From the historical evolution to the present era, our country attaches importance to the construction and development of minority villages, the construction of new rural areas, the problems of agriculture, rural areas and farmers. Eliminating the differences between urban and rural areas and promoting the integration of urban and rural areas and the introduction of policies for the construction of villages with minority characteristics have promoted the development of rural areas in minority areas and made progress. The construction of villages with minority characteristics is an important part of our national work. It is an important measure to promote the economic development of minority areas, an important carrier to promote the protection of traditional culture in minority areas, and an important support to protect the ecological environment of minority areas. Taking the freshman Olunchun village as the main body of study, this paper explores the advantages and disadvantages, the achievements, the problems and the countermeasures of the construction of the villages with minority characteristics in the process of construction, and studies how to promote the development of the minority areas as the foothold. How to deal well with the relationship between the development of economy and the protection of traditional culture in the process of development is an irreconcilable relationship. It has certain significance for the development of ethnic minorities in China, the development of ethnic regions, the influence of policy and social governance.
