少数民族贫困测量:理论和实践

【摘要】：少数民族减贫是关乎我国全面建成小康社会的重大问题。本文基于国际贫困测量的视角,将少数民族贫困测量理论和现实实践相对接,通过分析发现,少数民族贫困测量方法在实践中存在诸多问题,集中表现为贫困识别结果不稳定,实践中常用贫困测量方法存在较大改进空间。分析表明,各测量方法中识别出贫困户数由多至少依次是:多维贫困,主观贫困,参与式贫困,收入贫困。分析认为多维贫困方法测量少数民族贫困表现更好,在识别精度上,多维贫困的识别结果更符合农户本身认知、地方和政府干部认知和外来专家学者、社会组织的认知,因此在扶贫开发中应当从简单的收入贫困观测转变为多维贫困观测。
[Abstract]:Poverty reduction of ethnic minorities is a major problem of building a well-off society in an all-round way in our country. Based on the perspective of international poverty measurement, this paper connects the theory of poverty measurement of ethnic minorities with the practical practice, and finds that there are many problems in the practice of poverty measurement method of ethnic minorities, which mainly shows that the results of poverty identification are unstable. There is much room for improvement in poverty measurement methods in practice. The analysis shows that the number of poor households identified in each measurement method is at least in the order of multidimensional poverty subjective poverty participatory poverty and income poverty. It is concluded that the multi-dimensional poverty measurement method is better in the measurement of ethnic poverty. In terms of identification accuracy, the results of multi-dimensional poverty identification are more in line with the cognition of farmers themselves, local and government cadres, foreign experts and scholars, and social organizations. Therefore, in poverty alleviation and development, we should change from simple income poverty observation to multi-dimensional poverty observation.
