【摘要】: 美国肯定性行动始于20世纪60年代,目的在于消除歧视,改善少数族裔在就业、教育、政府承包等方面的境况。本文运用公共政策评估的方法对肯定性行动的实施过程及其对少数族裔就业的影响进行评估。对实施过程的评估表明,虽然美国历届政府在执行肯定性行动计划时力度各不相同,但肯定性行动仍是一项持续、有效的政策。而对其影响的评估则显示,肯定性行动能有效迫使雇主调整招聘及筛选手段,提高少数族裔的就业率,从而消除少数族裔就业的体制性障碍,其效果受实施力度的影响甚微;肯定性行动有利于提高少数族裔的就业水平,尤其是具备一定技能的少数族裔;没有迹象显示肯定性行动的实施降低了公司的生产力水平。
[Abstract]:Affirmative action in the United States began in 1960s with the aim of eliminating discrimination and improving minority employment and education. This paper uses the method of public policy assessment to evaluate the implementation process of affirmative action and its impact on minority employment. Although successive United States administrations have been implementing affirmative action plans with varying degrees of intensity, affirmative action is still a continuous and effective policy, and an assessment of its impact shows. Affirmative action can effectively force employers to adjust recruitment and screening tools, increase the employment rate of ethnic minorities, and thus remove institutional barriers to minority employment, the effectiveness of which is limited by the degree of implementation; Affirmative action is conducive to improving the level of employment of ethnic minorities, especially those with certain skills; There is no indication that affirmative action has reduced productivity levels.
