贸易限制、全球气候治理与美国国内政治基础

【摘要】：贸易限制被推定为解决全球气候治理无序和低效的方法之一。自2009年热闹一时的众议院提案之后,美国鲜有明确的、引起争议的气候变化与贸易关联的主张,世界贸易组织规则引申出的贸易限制内容已担当起美国全球气候治理的诉求。共和党与民主党全球气候治理理念不同,较之统一政府,长期分治政府的占优导致白宫与国会的争斗加剧,使得已有国际机制WTO相关条款成为妥协的选择。
[Abstract]:Trade restrictions are presumed to be one of the ways to deal with the disorder and inefficiency of global climate governance. Since the House of Representatives bill raged on 2009, the United States has had few clear, controversial claims about climate change and trade links. The content of trade restrictions derived from the WTO rules has served as an appeal for global climate governance in the United States. The Republican Party and the Democratic Party have different ideas on global climate governance, compared with the unified government. The long dominance of divided government has intensified the battle between the White House and Congress, making the relevant provisions of the existing international mechanism, WTO, an option for compromise.
