【摘要】：从二十世纪五六十年代开始,日本加入“科伦坡计划”以提供政府开发援助(ODA)的形式,对东南亚国家进行了赔偿性质的援助,这是战后日本外交的一项重要举措。ODA作为日本最大的外交手段,促使了日本的海外市场得到不断扩展、促进了其国内经济迅速发展、促成了日本成为世界经济大国。同时,也有力改善了日本同东南亚、南亚地区国家间的政治关系、持续增强了地区影响力和在国际舞台上的存在感。由此可见,日本开展ODA不仅仅是经济外交,更伴有政治因素的考量。安倍晋三初任日本首相期间热衷修宪、经济上鲜有建树,任期不足一年。2012年第二次执政以来,安培提出安倍经济学试图刺激长期低迷的日本经济迸发活力。也曾宣称和平宪法是在混乱中制定需要进行改写,以满足日本在全球范围内更多地谋求政治经济利益。由此,安倍政府大力调整了传统ODA政策,在2015年2月出台了新的ODA大纲。与以往大纲相比,新大纲继续强调强化日美同盟、以配合美国亚太再平衡战略的实施,进一步扩大援助领域,有利于奉行积极和平主义的安倍政府大力开展地球仪外交,借此增强日本在国际舞台上的存在感。尤为值得关注的是新大纲解禁了ODA的军事作用,明确提出对他国提供所谓的“非军事目的”援助,其背后的战略意图和政策目标的新动向引发了广泛关注,其长远影响不可低估。通过对比研究战后日本ODA的发展历程、特征和影响,分析ODA在安倍政府外交中的地位以及其主要政策、特点与国际反响,研判其未来发展趋势及对中国的启示,是一个具有研究价值的学术前沿问题。
[Abstract]:From 20th century, in the 1950s and 1960s, Japan joined the Colombo Plan to provide government development assistance in the form of compensatory assistance to Southeast Asian countries. This is an important measure of Japanese diplomacy after the war. ODA, as the largest diplomatic means of Japan, has promoted the expansion of Japan's overseas market, promoted the rapid development of its domestic economy, and made Japan a major economic power in the world. It has also been able to improve the political relations between Japan and countries in Southeast Asia and South Asia, and has continuously enhanced regional influence and a sense of presence on the international stage. Thus, it can be seen that Japan's ODA is not just economic diplomacy. There are also political considerations. Shinzo Abe was keen to amend the Constitution during his first term as Japanese prime minister. He has made few economic achievements and served less than a year. Since his second term in power in 2012, Abenomics has suggested that Abenomics is trying to stimulate a long-depressed Japanese economy. It has also claimed that the pacifist constitution was drawn up in chaos and needed to be rewritten to satisfy Japan's greater pursuit of political and economic interests around the world. The Abe government vigorously adjusted the traditional ODA policy and issued a new ODA outline in February 2015. Compared with the previous outline, the new outline continues to emphasize strengthening the Japan-US alliance in order to coordinate the implementation of the US Asia-Pacific rebalancing strategy and further expand the aid field. In favor of the pro-pacifist Abe government, it has vigorously carried out global diplomacy in order to enhance Japan's sense of existence on the international stage. It is particularly noteworthy that the new outline has lifted the military role of the ODA. The so-called "non-military purpose" assistance to other countries has been clearly proposed. The strategic intention and the new trend of policy objectives behind it have aroused widespread concern, and their long-term impact should not be underestimated. Through a comparative study of the development process of Japan's ODA after the war, It is an academic frontier problem with research value to analyze the position of ODA in Abe's government diplomacy, its main policy, characteristics and international repercussions, and to judge its future development trend and enlightenment to China.
