二战后澳大利亚工党变革的梳理与思考

【摘要】：二战后的澳工党历经了以加强党的团结为主题的第一轮变革、以执政能力建设为主题的第二轮变革以及以塑造身份特征为主题的第三轮变革。从变革结果上来看,澳工党的首要目标间或得以实现,但与"社会主义"目标却渐行渐远;澳工党在一定程度上得到跨阶级的支持,但在工人阶级中的支持率却严重下降;澳工党的社会整合功能得到某些强化,但阶级利益代表功能却逐渐弱化;澳工党组织的运行效率得到提高,但组织基础却出现松动。从二战后澳工党的变革中可以认识到,政党变革要以适应社会环境的变化为逻辑起点,要以处理好党的短期目标与长远目标之间的关系为基本要求,要以加强党的组织建设为重要任务,要以提升党的治国理政能力为价值依归。
[Abstract]:After World War II, the Australian Labor Party underwent the first round of changes with the theme of strengthening party unity, the second round with the theme of building the ruling capacity, and the third round with the theme of shaping identity. The first goal of the Australian Labor Party can be realized occasionally, but it is far away from the goal of "socialism", and the support of the Australian Labor Party in a certain degree has been cross-class, but the support rate in the working class has declined seriously. The social integration function of the Australian Labor Party has been strengthened in some ways, but the representative function of the class interests has been gradually weakened, and the operating efficiency of the Australian Labor Party has been improved, but the organizational foundation has been loosened. It can be recognized from the transformation of the Australian Labor Party after the second World War. Party reform should take adaptation to the changes in social environment as the logical starting point, handle the relationship between the Party's short-term goals and long-term goals as the basic requirements, and strengthen the Party's organizational construction as an important task. To enhance the party's ability to govern the country as the value of the return.
