民主行政视野下的政府信任及其构建研究

【摘要】： 随着政府信任的衰退成为国际间的一种普遍现象，政府信任已经成为政治学和行政学倍受关注的研究话题。作为一种特殊的信任关系，政府信任是一种政治情感和理性合作的统一。选择适当的政府治理模式不仅可以直接构建政府与公众之间的和谐政治关系，而且可以提升政府能力和政府绩效，增进政府的合法性来源。本文运用社会学、心理学、管理学、政治学、行政学和法学等多学科的方法，，以信任理论为依据，对政府信任的基本概念以及内在机理、风险因素和对象结构进行基础性研究。在此基础之上，比较官僚制行政、新公共管理与新公共行政的范式转换及其政府信任问题，分别从价值理念、行为方式和制度保障三方面相对应地论证政府信任关系的构建途径，证明民主行政是构建政府和公众和谐信任关系的理想模式。最后，比较分析国外政府信任衰落现象及其民主治理经验，梳理当代中国政府信任的现状及其缺失原因，为同步构建和谐政府信任关系和服务型政府提供理论基础和实践措施。
[Abstract]:As the decline of government trust has become a common phenomenon in the world, government trust has become a subject of great concern in political science and administration. Government trust is a unity of political emotion and rational cooperation. Choosing the appropriate government governance model can not only directly build a harmonious political relationship between the government and the public, but also enhance the ability and performance of the government. This paper uses the methods of sociology, psychology, management, political science, administration and law, based on the theory of trust, to analyze the basic concept and internal mechanism of government trust. On the basis of the basic research on risk factors and object structure, this paper compares the paradigm transformation of bureaucratic administration, new public administration and new public administration, and the trust of government, respectively from the value concept, the new public administration and the new public administration. The behavior mode and the system guarantee demonstrate the way of constructing the trust relationship between the government and the public correspondingly, and prove that the democratic administration is the ideal mode to construct the harmonious trust relationship between the government and the public. This paper compares and analyzes the decline of foreign government trust and its experience of democratic governance, combs the present situation and the reasons of lack of government trust in contemporary China, and provides the theoretical basis and practical measures for the simultaneous construction of harmonious government trust relationship and service-oriented government.
