【摘要】: 行政文化是指人们关于行政系统的价值观念,以及由此价值观念所影响或决定的行政组织及其成员所普遍具有和遵循的行为模式,其核心是长期积淀在行政人员心理结构当中的态度、行为取向、思维模式和价值观念。它关系到社会公众如何看待政府(或行政部门)及其人员的角色、职责,以及如何处理与政府行政部门及人员的关系,关系到政府行政工作人员如何选择行政方式,如何履行自己的行政职责等。 行政文化是由诸多要素紧密联系而构成的一个有机整体,其中行政哲学和行政道德研究是当前我国行政文化研究的重要范畴,本文从我国当前行政文化研究现状出发,坚持人文主义和实证研究方法,集中从行政哲学与行政道德视角对新加坡行政文化的理论和实践经验进行探讨。主要包括行政文化构成中最为重要的三个方面,即行政理想、行政价值观和行政道德观的内容。重点论述了新加坡建设以民为本的“好政府”的行政理想,总结概括了新加坡政府高扬“共同价值观”旗帜,加强行政道德建设的经验。希望通过对同属于东方儒文化圈的新加坡的行政文化的探析,为我国行政文化研究和行政文化的发展创新提供有益的参考。 本文主要分三个部分: 第一部分:从价值观和行政实践的角度阐述了新加坡政府建设“好政府”的行政理想,分析了新加坡政府民本主义的施政行为。 第二部分:论述了新加坡行政价值观的内涵,从星化道路和社会价值体系重建角度阐释了新加坡政府对行政价值观的政治实践。 第三部分:分析了新加坡行政道德观中的道德行政现象,将其实践层面的经验重点总结为行政体制的道德化与精英治国的施行。
[Abstract]:Administrative culture refers to the values of the administrative system, and the behavior patterns that the administrative organizations and their members generally have and follow, which are influenced or decided by the values. Its core is the attitude, behavior orientation, mode of thinking and values accumulated in the psychological structure of the administrative staff for a long time. It relates to how the public views the roles and responsibilities of the government (or administrative department) and its personnel. How to deal with the relationship with the administrative departments and personnel is related to how the administrative staff choose the administrative mode and how to perform their own administrative duties and so on. Administrative culture is an organic whole composed of many elements, among which the study of administrative philosophy and administrative morality is an important category of administrative culture research in our country. Adhering to humanism and empirical research methods, focusing on the theoretical and practical experience of Singapore's administrative culture from the perspective of administrative philosophy and administrative morality, including the three most important aspects of the composition of administrative culture, namely, administrative ideal. The content of administrative values and administrative ethics. This paper focuses on the administrative ideal of building a "good government" based on the people in Singapore, and summarizes the Singapore government's holding high the banner of "common values". It is hoped that through the analysis of the administrative culture of Singapore, which belongs to the oriental Confucian culture circle, it will provide a useful reference for the study of administrative culture and the development and innovation of administrative culture in our country. This paper is divided into three parts:. The first part expounds the administrative ideal of constructing "good government" from the angle of values and administrative practice, and analyzes the administrative behavior of Singapore government's people-oriented doctrine. The second part discusses the connotation of Singapore's administrative values and explains the Singapore government's political practice of administrative values from the perspective of the way of startualization and the reconstruction of social value system. The third part analyzes the moral and administrative phenomena in Singapore's administrative morality, and summarizes its practical experience as the moralization of administrative system and the implementation of elite governance.
