基于债务危机视角的希腊公共养老金改革研究

【摘要】：为了应对主权债务危机，2010年希腊政府颁布了养老金改革法案，，提出了包括降低养老金替代率，延迟退休年龄等一系列改革措施。随后希腊爆发了多起罢工反对改革法案，养老金改革一直争议不断。希腊的公共养老金制度属于典型的“地中海福利模式”，与其体制相似的国家还包括意大利、西班牙、葡萄牙等，无一例外均是深受债务危机困扰的国家，研究希腊公共养老金机制及其改革过程，对于应对债务危机有着重要意义。本文着眼于研究希腊公共养老金与债务危机的关系，从养老金运行参数上看，通过回归分析表明养老金替代率、缴费职工数和参保退休职工数影响了政府债务规模；从养老金的制度设计看，运行成本的上升、福利待遇较高、个人支柱缺失等制度缺陷加重了政府财政困境。此次希腊为了应对债务危机而采取的养老金改革措施，根据回归方程的预测，养老金参数改革后能够降低政府债务规模；但养老金的结构改革尚需完善，此次养老金改革忽视了养老保险的投资管理问题，个人支柱的缺失仍未解决，政府依然承担了过多的财政责任。虽然此次养老保险改革是希腊政府在债务危机背景下的一次突破性探索，但结构改革并不彻底，其政策执行力也有待时间的检验。
[Abstract]:In response to the sovereign debt crisis, the Greek government enacted a pension reform bill in 2010, proposing a series of reforms, including reducing the pension replacement rate and delaying the retirement age. Pension reform has been controversial. Greece's public pension system is typical of the "Mediterranean welfare model," with countries like Italy, Spain, Portugal and so on. The study of Greek public pension system and its reform process is of great significance in dealing with the debt crisis. This paper focuses on the study of the relationship between Greek public pension and debt crisis, from the pension operating parameters, through regression analysis shows that the pension replacement rate, the number of contributory workers and the number of insured retired workers affect the scale of government debt; From the point of view of pension system design, the system defects such as rising operating costs, higher welfare benefits and lack of personal support have exacerbated the government's fiscal woes. This time Greece has taken pension reform measures in response to the debt crisis. According to the prediction of regression equation, the reform of pension parameters can reduce the scale of government debt, but the reform of pension structure still needs to be improved. The pension reform has neglected the investment management of pension insurance, and the lack of individual pillar has not been solved. The government still bears too much fiscal responsibility. Although the pension reform is a breakthrough for the Greek government in the context of the debt crisis, the structural reform is not complete and its policy implementation needs to be tested over time.
