【摘要】：美国的情报监督机制可分为外部监督和内部监督两部分,情报界的监察长监督机制是内部监督机制的重要组成部分。经过美国国会的努力,美国情报界现已构建了以情报界监察长为首、情报界各机构的监察长为成员、情报界监察长论坛为协调工具的情报界监察长内部监督机制。该机制具有法治化、专业化和相对独立的特点,但存在监督效率不高、对检举人保护不力等问题,尚未达到其设立之初的预定目标和国会的期望。"斯诺登事件"发生后,美国国会试图进一步推动情报界内部监察长监督机制的法治化进程,以期完善该机制,但美国总统所代表的行政部门就此问题与国会展开了激烈的博弈。
