【摘要】：正马克思曾经说过:"千百年的习惯势力是最可怕的势力。"其之所以是"最可怕的势力",是因为:其一,它形成的历史悠久,要摒弃这些行为的积弊一朝一夕难以奏效;其二,它不属于少数人的顽疾,它在一个相当大的群体中习以为常,带有历史的惯性。人们稍对社会作一个粗略的观察,诸如随地吐痰、乱扔垃圾、乱穿马路、破坏绿化等陋习屡见不鲜。笔者有位朋友从澳大利亚讲学归来,谈见闻时说了一则令国人汗颜的轶事:墨尔本一家宾馆大堂里设有垃圾桶,它分两层,下面的扔废物,上面一层铺着细沙,用来掐灭烟
