从政府目标管理走向绩效战略——以美国战略规划与绩效评价体系为例

【摘要】：以政府目标管理为研究起点,从理论层面探究绩效管理与战略管理在政府运行中的导入机制,并提出"绩效战略"这一理念是现实之需。美国《政府绩效与成果法案》以对"战略规划"和"绩效评价"的规定为主要内容,超越了传统政府绩效评价体制,是战略管理与绩效管理理念的双重体现。以这一法案为依据的联邦政府战略规划和绩效评价体系实质上是绩效战略实践的典范,对我国政府管理重大的启示意义在于:一是以目标管理为基础,推进绩效战略;二是加快绩效战略法制化;三是推进政府部门绩效预算改革。
[Abstract]:Taking the government objective management as the starting point, the paper explores the mechanism of the performance management and the strategic management in the operation of the government theoretically, and puts forward the idea of "performance strategy" which is the need of reality.The Government performance and results Act of the United States takes the provisions of "strategic planning" and "performance evaluation" as the main content, surpasses the traditional government performance evaluation system, and is the dual embodiment of the concept of strategic management and performance management.The federal government's strategic planning and performance evaluation system based on this Act is in essence a model of performance strategy practice, which is of great significance to the management of our government: first, it is based on the objective management to promote the performance strategy;The second is to speed up the legalization of performance strategy, and the third is to promote the reform of government performance budget.
