融合思维视野下的美国反恐情报变革研究

【摘要】：[目的/意义]随着全球政治经济的影响,恐怖组织的衍生也趋于国际化,不仅形成全球化的网络体系,更积极与跨境的有组织性犯罪集团结合,运用网络思维从事恐怖活动,以至于形成了恐怖袭击、犯罪活动、网络思维等三者复合化的泛社会组织型态。[方法/过程]由于恐怖组织威胁的不确定性,以及活动的跨地域性将对全球安全环境造成严重影响,而美国作为全球反恐行动的先驱,其以先发制人的反恐战略,积极从事打击恐怖活动,在一定程序上获得了相应的成效。[结果/结论]后"9.11"时期的情报机制的改革过程中,美国运用融合性理念促使情报与执法机制相互结合、设立情报融合中心等,均展现出美国对反恐情报机制变革的能力。需要去探究情报在美国反恐怖工作的作用,以及其变革理念的应用价值,以期为我国的反恐情报机制变革提供借鉴。
[Abstract]:[purpose / significance] with the influence of the global political economy, the derivative of terrorist organizations tends to be internationalized, not only to form a globalized network system, but also to combine more actively with cross-border organized criminal groups and to engage in terrorist activities through the use of network thinking.So that the formation of terrorist attacks, criminal activities, network thinking and other three complex social organization.[methods / processes] as a result of the uncertainty of the threat posed by terrorist organizations, as well as the trans-regional nature of their activities, which have serious implications for the global security environment, the United States, as a pioneer of global counter-terrorism operations, has adopted a pre-emptive counter-terrorism strategy,Actively engaged in combating terrorist activities, in certain procedures to achieve corresponding results.[results / conclusion] in the reform process of intelligence mechanism in the period of "9.11", the United States used the concept of integration to promote the combination of intelligence and law enforcement mechanism, and set up an intelligence fusion center, all of which showed the ability of the United States to reform the intelligence mechanism against terrorism.It is necessary to explore the role of intelligence in the anti-terrorist work in the United States and the application value of its concept of change in order to provide a reference for the reform of our anti-terrorist intelligence mechanism.
