中国、俄罗斯体制转型路径再思考

【摘要】：本文的比较重点在三个方面:⑴在转型的起点上,中国先改农业才得以借鉴历史经验获得成功并缓解了政改压力,而俄罗斯在推进经济改革遭到利益集团抵制以后不得不先改政治体制;⑵在转型过程中,中国先改价格、后改产权做对了"顺序",而俄罗斯的"休克疗法"实际上使私有化运动优先,导致了严重的转型衰退;⑶利益集团曾经是俄国、现在是中国深化改革的主要障碍。
[Abstract]:The comparative focus of this paper is on three aspects: 1. In the starting point of the transformation, China can use the historical experience for reference to obtain success and alleviate the pressure of political reform.After Russia's economic reform was boycotted by interest groups, it had to first change its political system. In the process of transformation, China first changed prices.Russia's shock therapy has actually given priority to the privatisation movement, leading to a severe transformational recession. Interest groups, once Russia's, are now the main obstacles to deepening China's reforms.
