群体性事件第三方调查——新加坡小印度骚乱的经验与启示

【摘要】：调查评估是维稳应急工作的重要环节。本文以新加坡小印度骚乱调查为例,从启动、过程、结果三个方面介绍了调查的基本经过,总结了以探寻事实真相为调查使命、以独立第三方为调查主体、以公开听证和多方参与保证调查质量、以有针对性地提出整改措施保障调查结果应用四个特点,提出了我国应科学认识调查工作的性质和作用、探索实行第三方独立调查制度、建立全过程调查公开机制、完善整改措施跟踪监督机制的政策建议。
[Abstract]:Investigation and evaluation is an important link in maintaining stability. This paper takes the investigation of small India riots in Singapore as an example, introduces the basic process of the investigation from three aspects: initiation, process and result, and summarizes the investigation mission of seeking the truth of the facts and the independent third party as the subject of the investigation. In order to ensure the quality of investigation with public hearing and multi-party participation, and to put forward the corrective measures to guarantee the application of investigation results, the paper puts forward that China should scientifically understand the nature and function of investigation work, and explore the implementation of independent investigation system of third parties. Set up the whole process investigation open mechanism, perfect the policy suggestion of the corrective measure follow up the supervision mechanism.
