合作政府视角下英国地方政府治理研究

【摘要】：步入世纪之交，新上任的英国工党政府推出了“合作政府”的治理理念，它指引了1997－2010年新工党执政后最为重要的治理方式变革，其目的在于通过形成政府内外部的合作伙伴关系，走出一条政府的合作治理之道。在此理念指引下，英国地方政府治理也再次历经了一系列的改革。通过与各种地方治理主体间合作伙伴关系的建立，新工党朝向建设强有力公民社会，建立国家、市场、社会三维治理模式的既定目标又迈了一大步，这些都对我国的服务型政府理念下的地方政府建设有着深刻的借鉴意义。国内的学者对英国地方政府以及合作政府都有了一定的研究，，但将二者结合起来的研究却并不多见。新工党上台后的英国地方政府治理是在合作政府理念的指引下进行的，以此为视角研究，才能抓住其治理的核心，把握其治理的特征，从而对其治理有一个全面把握。这也是本文区别于其他英国地方治理研究的不同之处。本论文拟从合作政府视角出发，先对英国地方政府的发展历程做出介绍，引出新时期地方政府呼唤合作治理的现实需要，后阐释了合作政府的兴起和发展，在此基础上针对地方政府的合作治理实践进行研究，总结其治理特征，以此希冀对我国的地方政府建设提供可资参考的借鉴。
[Abstract]:At the turn of the century, the new British Labour Party government has introduced the concept of "cooperative government", which has guided the most important changes in governance after the New Labour Party came to power from 1997 to 2010. Its purpose is to form the internal and external partnership of the government, out of a government's cooperative governance. Under the guidance of this concept, British local government has also undergone a series of reforms. Through the establishment of a partnership with various local governance entities, the New Labour Party has taken a big step towards the established goal of building a strong civil society, building a state, a market, and a three-dimensional model of social governance. All these have profound reference significance for the construction of local government under the concept of service-oriented government in our country. Domestic scholars have done some research on the local government and cooperative government, but the research of combining the two is rare. The British local government governance after the New Labour Party came to power is guided by the concept of cooperative government. Only by studying from this perspective can we grasp the core of governance and grasp the characteristics of governance, and thus have a comprehensive grasp of its governance. This is also the difference between this paper and other British local governance research. From the perspective of cooperative government, this paper first introduces the development course of British local government, leads to the practical needs of local government calling for cooperative governance in the new period, and then explains the rise and development of cooperative government. On this basis, the cooperative governance practice of local government is studied, and its governance characteristics are summarized, in order to provide reference for the construction of local government in China.
