瑞典老年照护私人化改革研究

【摘要】：世界人口老龄化日趋严重,人口老龄化问题已成为一个世界性的问题。老年人的比例在1950年是8%,在2000年为10%,预测在2050年将达到21%。①目前,在经济不发达的情况下,中国正迈入老龄社会,即出现所谓的未富先老的现象。这使中国在老龄化进程中面临着实现经济社会可持续发展和保障亿万老人福祉的双重压力。在老龄化程度相同的情况下,中国面临的形势更为严峻,问题更为复杂,应对老龄化的困难更大。如何更好地应对老年人数量的急剧增长,是摆在中国面前的一个难题。目前,拥有900万人口的瑞典是很早进入老年社会的国家之一,瑞典政治方面的巩固与稳定,经济方面的发展与成熟,意识形态方面的健全与超前使其已经发展出相对完备的社会福利制度,成为世界福利国家的窗口。随着国家政治经济形势的变化,瑞典出现了新的老年照护发展趋势——老年照护私人化。虽然,瑞典老年照护私人化在发展过程中还存在着一些问题,但研究瑞典的老年照护私人化改革的新理念及新的方法将会为同样面临人口老龄化的中国提供有益的借鉴。本文分四部分进行了分析,第一部分从政治、经济、社会方面对对瑞典老年照护私人化的发展背景进行相关介绍。第二部分主要介绍了瑞典老年照护政策的演进及老年照护私人化的发展历程。第三部分详细阐述了老年照护私人化的具体领域、模式等方面。第四部分介绍了瑞典老年照护私人化方面的四部相关法律,并且根据半结构式访谈法所搜集到的相关信息,对老年照护私人化的成效评估方法进行了相关说明,并进行利弊两方面的分析。最后在前面探索分析的基础上,笔者对瑞典老年照护私人化的优势和不足进行了合理的评析,在充分考虑两国差异的基础上,得出一些对中国建构老年服务体系,应对人口老龄化的可能有益的启示。
[Abstract]:The aging of the world population is becoming more and more serious, and the problem of population aging has become a worldwide problem. The proportion of the elderly was 8% in 1950 and 10% in 2000. It is predicted that it will reach 21.1% in 2050. At present, under the condition of underdeveloped economy, China is entering an aging society, that is, the phenomenon of old age before becoming rich. This puts China under double pressure to achieve sustainable economic and social development and ensure the well-being of hundreds of millions of elderly people in the process of aging. At the same level of aging, China faces a more serious situation, more complex problems, more difficult to cope with aging. How to better deal with the rapid increase in the number of the elderly is a difficult problem facing China. At present, Sweden, with a population of 9 million, is one of the countries that has entered an old society very early. Its political consolidation and stability, its economic development and maturity, The sound and advanced ideology has made it a relatively complete social welfare system and has become the window of the welfare state in the world. With the change of national political and economic situation, a new trend of elderly care has emerged in Sweden. Although there are still some problems in the process of the development of the private care for the elderly in Sweden, the study of the new idea and new method of the reform of the private care for the elderly in Sweden will provide a useful reference for China, which is also facing the aging of the population. This paper is divided into four parts, the first part of the political, economic and social aspects of the Swedish elderly care for private development background is related to the introduction. The second part mainly introduces the evolution of the elderly care policy and the development of private care in Sweden. The third part elaborates the specific field, mode and so on. The fourth part introduces the four relevant laws on the private care of the elderly in Sweden, and according to the relevant information collected by the semi-structured interview method, it explains the effectiveness evaluation method of the private care for the elderly. And the advantages and disadvantages of the analysis. Finally, on the basis of the previous exploration and analysis, the author makes a reasonable assessment of the advantages and disadvantages of private care for the elderly in Sweden. On the basis of fully considering the differences between the two countries, the author draws some conclusions on the construction of a service system for the elderly in China. Possible beneficial implications for coping with an ageing population.
