日本社会保障制度改革的新动向及其对我国的启示

【摘要】：安倍政权在进行社会保障制度改革过程中提出了一系列政策措施,其中税收和社会保障费一体化改革,养老、医疗、护理、少子老龄化对策、救助、福利方面的改革是其重要组成部分。这些改革举措虽然给经济社会发展带来了希望,但也遗留了诸如税费一体化改革中的公平性、医疗护理制度改革中的完整性和人才战略、养老金改革中的制度衔接、少子化对策中的男女平等这些需要亟待解决的问题。本文对安倍政权提出的社会保障改革政策进行了客观的分析和评价。
[Abstract]:During the reform of the social security system, the Abe regime put forward a series of policy measures, including the integration reform of tax and social security fees, old-age care, medical care, nursing, the aging of minority children, and relief. Welfare reform is an important part of it. Although these reforms have brought hope to economic and social development, they have also left behind such issues as fairness in the reform of tax and fee integration, integrity and talent strategy in the reform of the medical and nursing system, and institutional cohesion in the reform of pensions. The equality of men and women in minority strategy needs to be solved urgently. This paper makes an objective analysis and evaluation of the policy of social security reform put forward by Abe regime.
