杜鲁门政府在非洲非殖民化问题上态度保守的原因探析

【摘要】：二战结束后随着非洲人民的觉醒,非洲的非殖民化问题逐渐凸显出来。但是面对这一问题,杜鲁门政府出于冷战开始后北约成员国之间合作的需要以及防止苏联势力对非洲进行渗透等因素的考虑,在非殖民化问题上采取了支持欧洲殖民宗主国的保守主义态度,从而使美国在非殖民化问题上站在了殖民主义的一边。另外,杜鲁门政府的外交官们的主观因素也对杜鲁门政府在非洲非殖民化问题上的态度产生了一定的消极影响,美国外交官们由于对黑人抱有种族偏见以及他们自身亲欧情绪的影响,因此不少人对欧洲国家在非洲的殖民统治持肯定态度,这也从另一方面造成了杜鲁门政府在决策时不可避免地倾向于欧洲殖民宗主国。
[Abstract]:After the end of World War II, with the awakening of African people, the problem of African decolonization gradually emerged. However, in the face of this problem, the Truman administration considered the need for cooperation among NATO member States after the beginning of the cold war and the prevention of Soviet infiltration into Africa. By adopting a conservative attitude in support of European colonial powers on decolonization, the United States was on the side of colonialism. In addition, the subjective factors of the diplomats of the Truman Government have also had a certain negative impact on the attitude of the Truman Government on the issue of decolonization in Africa. Because of their racial prejudice against blacks and the influence of their own pro-European sentiment, many American diplomats have taken a positive view of the colonial rule of European countries in Africa. This, on the other hand, contributed to the Truman government's inevitable tendency towards the European colonial power in its decision-making.
