【摘要】：当前，国际非政府组织在国际政治中的作用不断提升，地位不断提高，研究国际非政府组织已成为国际关系学中一项重要课题。随着中国经济快速发展，人权状况愈来愈被国际社会所关注。将国际非政府组织与中国人权发展联系起来进行系统的客观的理论研究，是国际关系学理论研究方法与研究体系的重要突破。由于历史的现实的原因，国际非政府组织与西方国家的关系更为密切。在苏联解体与美国全球战略中，国际非政府组织都占有重要地位。尤其是在颜色革命以及近年来的部分国家政权更迭中，国际非政府组织均发挥了重要作用。国际非政府组织与中国的关系由来已久，并且不断深入。在双方的良性互动下，国际非政府组织在中国的人权发展过程中发挥了积极的促进作用。当然，对于中国的人权发展，许多国际非政府组织也发出了非常尖锐的批评。对此，笔者认为，对于国际非政府组织的这种表现，应该看作对中国人权发展的一种监督作用或者激励作用，而不应将其主观地定义为反华国际非政府组织。尤其是在以美国为首的西方资本主义国家拉拢和利用国际非政府组织对中国人权发展进行干涉时，应当保持理性与发展的态度，坚持长远眼光，坚持辩证思维，科学看待国际非政府组织，，科学利用国际非政府组织，科学借鉴国际非政府组织，积极促进与激励中国人权事业健康发展。
[Abstract]:At present, the role and status of international non-governmental organizations in international politics have been increasing, so the study of international non-governmental organizations has become an important subject in international relations. With the rapid development of China's economy, the human rights situation has been paid more and more attention by the international community. It is an important breakthrough in the theoretical research methods and systems of international relations to link international non-governmental organizations with the development of human rights in China and carry out systematic and objective theoretical research. Because of historical reality, international NGOs are more closely related to western countries. In the disintegration of the Soviet Union and the global strategy of the United States, international non-governmental organizations play an important role. International NGOs have played an important role, especially in the color revolution and the recent political changes in some countries. The relationship between international NGOs and China has a long history and has been deepening. Under the positive interaction between the two sides, international NGOs have played an active role in the development of human rights in China. Of course, many international NGOs have been very critical of China's human rights development. In view of this, the author thinks that this kind of performance of international non-governmental organizations should be regarded as a kind of supervisory function or incentive function to the development of human rights in China, rather than subjectively defining it as an anti-China international non-governmental organization. In particular, when western capitalist countries, led by the United States, attract and use international non-governmental organizations to interfere in the development of human rights in China, they should maintain a rational and developmental attitude, adhere to a long-term vision, and adhere to dialectical thinking. To treat international non-governmental organizations scientifically, to make use of international non-governmental organizations scientifically and to draw lessons from international non-governmental organizations, to actively promote and encourage the healthy development of China's human rights cause.
