【摘要】： 腐败是人类社会政治、经济、文化、生活的威胁。腐败在政治领域、司法领域、市场经济领域、医药卫生领域、文化教育领域等多个领域发生。腐败破坏政治、经济的正常发展和运行、还会危害社会和谐、毁坏公共信誉、影响社会公正和正义,腐败已经发展成为一种全球性问题,日益被国际社会和世界各国所关注。现代社会,无论是西方还是东方,无论是发展中国家还是发达国家,没有任何一个国家和地区能完全杜绝腐败、贪污受贿、钱权交易、徇私枉法等问题,这些腐败问题的存在,严重影响各个国家和地区的廉政建设和廉政文化建设。反腐倡廉是否成功,能够关系到一个的国家政治、经济的发展和存亡,关系到全社会大众生活的各个层面,反腐倡廉同样也影响着整个社会的和谐和稳定。因此,积极防止腐败搞好廉政文化建设,己经是世界各国面临的一个共同任务。许多国家的政府部门、社会组织、部门机构等都密切关注反腐败并积极进行社会廉政文化建设,积极应对各种问题并采取各种措施解决腐败问题,某些国家和地区在共建社会廉政文化中也已经取得了明显成效。世界各国在建设廉政文化方面取得明显成效的国家有:亚洲的新加坡、香港,欧洲的芬兰、瑞典等。世界各国的政治、经济、社会制度不同,社会生活中所遇到的具体问题和情况也就不完全相同。各国反腐倡廉有其特殊性,中国在借鉴瑞典廉政文化建设经验时要有的放矢,批判的借鉴和吸收。我国在进行廉政文化建设的过程中要不断补充各项好的方法政策和建议,以期不断改革和推进我国的廉政文化建设工作。瑞典是北欧最大的国家,瑞典世界一流的福利令世人瞩目,同时,瑞典的廉政文化建设成果也值得世界各国学习和借鉴。瑞典是世界上最廉洁的国家之一,瑞典贪污腐败率低,监督体系完善,市场经济高度发展,行政执政效能较高,廉政文化建设体系完整。总结及借鉴瑞典廉政文化建设经验对促进我国的廉政文化建设有一定的促进作用。本文主要从四方面对瑞典的廉政文化进行了综合分析。全文共分四部分:第一部分介绍了与廉政文化建设相关的一些概念的界定即文化、廉政和廉政文化等。第二部分从宏观上对瑞典廉政文化建设的成效进行了概括。第三部分论述了瑞典廉政文化建设内容和瑞典廉政文化建设的成因,在瑞典廉政文化建设的成因部分通过影响瑞典的廉政文化的意识形态传统、瑞典的法律思想和瑞典的廉政制度三个方面来谈。第四部分介绍的是瑞典廉政文化建设经验对我国的启示。在日益全球化的今天,对与中国,我们有研究和学习其他国家的廉政文化建设经验的必要,在本文中我们所撷取的北欧国家瑞典的廉政文化的建设经验对于我国的廉政文化建设具有一定的理论意义和现实意义。
[Abstract]:Corruption is a threat to human society, politics, economy, culture and life. Corruption occurs in the fields of politics, justice, market economy, medicine and health, culture and education. Corruption undermines the normal development and operation of politics and economy, and will harm social harmony, destroy public credibility, affect social justice and justice. Corruption has developed into a global problem, which has been paid more and more attention to by the international community and the countries all over the world. In modern society, whether in the West or the East, whether in the developing or developed countries, no country or region can completely eliminate corruption, corruption and bribery, money and power trading, favoritism and perversion of the law, and the existence of these corruption problems. Seriously affect the construction of clean government and clean government culture in various countries and regions. Whether the fight against corruption is successful or not is related to the development and survival of a country's politics, economy and the whole society. It also affects the harmony and stability of the whole society. Therefore, it is a common task for all countries in the world to actively prevent corruption and do a good job in the construction of clean government culture. In many countries, government departments, social organizations, departmental organizations, etc., are closely concerned about the fight against corruption and actively carry out the cultural construction of a clean and honest society, actively respond to various problems and take various measures to solve the problem of corruption. Some countries and regions have also achieved remarkable results in building a clean and honest society. Countries around the world that have achieved significant success in building a culture of integrity include Singapore, Hong Kong in Asia, Finland in Europe, Sweden and so on. Different countries in the world have different political, economic and social systems, so the specific problems and situations in social life are not exactly the same. Every country has its particularity in fighting corruption and advocating honesty. China should draw lessons from Sweden's experience of building a clean government culture. In order to reform and promote the construction of clean government culture in our country, we should constantly supplement all kinds of good methods, policies and suggestions in the process of building a clean government culture. Sweden is the largest country in northern Europe, Sweden's world first-class welfare attracts the attention of the world, at the same time, the achievements of Swedish clean government culture construction are worth learning and drawing lessons from all over the world. Sweden is one of the most clean countries in the world. Its corruption rate is low, the supervision system is perfect, the market economy is highly developed, the administrative efficiency is high, and the cultural construction system of clean government is complete. Summing up and drawing lessons from Swedish clean government culture construction experience has certain promotion function to promote our country clean government culture construction. This paper analyzes the culture of clean government in Sweden from four aspects. The paper is divided into four parts: the first part introduces the definition of some concepts related to the construction of clean government culture, such as culture, clean government and clean government culture. The second part generalizes the effect of Swedish clean government culture construction. The third part discusses the content of Swedish clean government culture construction and the causes of Swedish clean government culture construction. Sweden's legal thought and Sweden's clean government system three aspects to discuss. The fourth part introduces the enlightenment of Swedish clean government culture construction experience to our country. In an increasingly globalized era, it is necessary for us to study and learn from the experience of other countries in building a clean government culture with China. In this paper, the experience of building clean government culture in Sweden, a Nordic country, is of theoretical and practical significance to the construction of clean government culture in our country.
