转型与发展：民族问题与政治稳定

【摘要】： 民族问题与政治稳定对当今世界任何一个多民族国家来说都构成比较重大的理论和现实问题，因而受到人们的广泛关注。本文从民族问题与政治稳定两个概念入手，围绕二者的关系展开研究，旨在揭示转型期中国的民族问题与民族地区乃至整个国家政治稳定的高度相关性。本文采用理论联系实际以及跨学科研究的方法，力图比较全面地把握中国的民族问题与政治稳定的关系，并提出自己的一些见解和主张。民族关系问题构成世界任何多民族国家民族问题的主要内容，狭义的民族问题就是指民族关系问题。民族关系问题与政治稳定的关系极为密切，一个国家民族关系历史过程如何，影响着这个国家民族关系的发展及其走向，也影响着这个国家未来的政治局面。中国历史上的民族关系对当代中国、以至将来中国的民族关系有着十分深远的影响。现实社会的民族关系既构筑在历史民族关系基础之上，也是历史民族关系的承继。认识民族关系需要用客观的眼光去分析看待，为了证明现在，任意肢解或歪曲历史，也是一种历史虚无主义的表现，而且认识历史也不仅有一种视角、一个维度。统一的多民族中国不必“发明传统”，也不必“制造历史”，自秦汉以至现在的历史足以证明当代中国的民族关系是历史的继承和发展，而不是刻意的制造和发明。转型社会的民族关系受到来自于变化着的经济、社会、文化等因素的影响，成为影响民族地区、以至国家政治稳定的重要因素之一，化解民族矛盾、完善民族关系、维护政治稳定是转型社会的一种要求，也是社会转型的一种目的。民族关系的历史与现状，民族关系对政治稳定影响以及如何促进二者向着良性互动的方向发展，必须着力进行研究。民族地区的政治稳定与各民族自身的发展状况密切相关。转型期各个民族强烈的发展要求，给稳定的政治体系增加了负重因素，，满足发展要求与引导发展方向构成维护政治稳定的主要方面。民族经济、政治、文化的发展对政治稳定影响强烈。民族经济发展是政治稳定的存在基础；民族政治发展是政治稳定的内在要求；民族文化发展是政治稳定的基本保障；三者的任一不足或偏废，都可能威胁到政治稳定的局面。宗教问题往往是民族问题、政治稳定的敏感区域，并且宗教问题与民族问题相互缠绕、难解难分。端正对宗教的态度，发挥宗教的正面作用，是维护民族地区政治稳定的关键。促进宗教与社会主义社会相适应关键在于引导。某种意义上，实施西部大开发是转型期我国解决民族问题、维护政治稳定的必然选择。西部的环境问题、经济发展状况等都可能是引发民族问题和政治不稳定的诱因。开发的理念和模式对民族问题、政治稳定影响巨大，国外国土开发虽与我国的西部大开发鲜有可比性，但在这点上则对我们有许多的启示和警示。全球化背景下的民族问题与政治稳定备受世人关注。在经济全球化的趋势愈益增强和世界性民族主义浪潮汹涌的今天，开放的中国免不了受到影响。世界各国，尤其是中国周边国家发生的民族问题对中国的许多民族、特别是跨境民族产生重要影响。世界范围爆发的民族主义浪潮多以民族问题为由冲击一国的领土与主权完整，政治不稳定则无一例外是这些国家和地区的显著特征。中国应对这类挑战的武器是多民族统一国家的历史传统和现行的各项民族政策。中国谋求解决民族问题，维护政治稳定，必须以社会的全面发展为依托。以发展求稳定与以稳定促发展是转型期的中国以至中国未来社会的路径选择。
[Abstract]:Ethnic problems and political stability constitute a more important theoretical and practical problem for any multi - ethnic country in the world today , thus being widely concerned . This paper starts with the two concepts of national and political stability , and aims at revealing the high correlation between the ethnic problems of China in transition and the political stability of the whole country .

This paper tries to compare the relationship between China ' s ethnic problems and political stability and put forward some opinions and ideas .

The relationship between the nation and the nation has a profound influence on the relationship between the nation and the nation . The relationship between the nations of the nation and the political stability has a profound influence on the relationship between the nation and the nation .

The political stability of the ethnic region is closely related to the development of each nation itself .
